Northrop Grumman Chief Information Office (CIO) is looking for a dynamic, innovative Enterprise Services (ES) Program Manager in the Defense Systems Sector PMO to support the Advanced Weapons (AW) BU within Weapons Systems Division. This role is located Northridge, California, and requires full-time on-site presence.
The ideal candidate should bring a diverse perspective to the team and enhance the overall experience of the organization, with proven cross-functional team-building skills to solve unique challenges.
In this position, you will serve as the crucial link between the Office of the CIO and the senior management of AWBU, ensuring that information services align with the business requirements. You will effectively engage with information systems leadership and technical teams to optimize strategies, support customer goals, and provide leadership over information systems activities.
This includes strategy development, budget and cost management, proposal development, product and service acquisition and delivery, as well as nurturing relationships and communication activities to ensure timely, cost-effective delivery and customer satisfaction.
The successful candidate should expect to support 10-25% travel to other Advanced Weapons and Weapons Systems sites.
Responsibilities will include, but not be limited to:
IT strategy and operational activities including service delivery, technical requirements gathering, infrastructure solutions, and project execution.
* Liaison between facilities and security, when necessary, to drive optimal IT and Cyber service environment at the site.
* Maximize alignment of program IT, Cyber and Security services with the Defense Systems sector/CIO DS Program Management Office operating models, strategies, business objectives, and investments.
* Coordinate with division business leadership, homeroom managers, and end user groups to identify, plan, implement, and sustain IT, Cyber and Security solutions to meet sector, division, and program strategic and tactical objectives.
* Act as the CIO ambassador to programs and business leadership, functional organizations, and end-customers (users).
* Monitor customer satisfaction with IT service delivery and engage CIO resources to assist as required to meet and exceed IT and Security service level objectives for the site.
* Identify systemic technical and service delivery challenges affecting the customer and then coordinate solutions with functional representatives; engage constructively to identify solutions.
This requisition can be filled at the principal or senior principal level.
Level 3 Basic Qualifications:
Bachelor's degree and 5 years of experience, or Master's degree and 3 years of experience, or PhD and 4 years of experience; a High School diploma or equivalent and 9 years of experience may be considered in lieu of a completed degree.
* Candidate must have or be able to attain an active or current DoD Secret security clearance with an adjudication or reinvestigation date within the past 5 years; the selected candidate must be able to obtain a DoD Top Secret security clearance within a period of time as determined by customer and/or program requirements; maintaining the required security clearance will be a condition of continued employment.
* The selected candidate will be required to obtain a Special Access Programs (SAP/SAR) clearance within a period of time as determined by customer and/or program requirements; maintaining a SAP/SAR clearance will be a condition of continued employment.
* Must have at least 3 years of experience as a Project Manager with knowledge in cost, budgets, and schedules.
* Must have a minimum of 3 years of experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel.
* Experience providing strategic direction regarding IT products, processes, applications, and/or technologies is required.
* Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.
Level 4 Basic Qualifications:
Bachelor's degree and 9 years of experience, or Master's degree and 6 years of experience, or PhD and 4 years of experience; a High School diploma or equivalent and 9 years of experience may be considered in lieu of a completed degree.

* Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.
Preferred Qualifications:
Project Management Professional (PMP) certification.
* Bachelor's or Master's degree in Engineering Management, Information Systems, Systems Engineering, or Network Engineering (or similar STEM related discipline) is preferred.
* Previous Enterprise Services Program Manager experience.
* Familiarity with NGDS business, government customers, and government programs is a plus.
* Broad background in Cyber Security, IT Infrastructure, Business Applications, and IT operations.
* Ability to perform risk and opportunity analysis and prepare detailed cost and technical proposals would be ideal.
* Customer-focused with proven leadership and excellent communication skills, with proven history of briefing Executive Leadership (Director and Vice President level).
Proven history of ability to drive cross-functional teams to action when working in a matrix organization.
* Current DoD Top Secret security clearance.
Salary Range: $110,300 - $165,500
Salary Range 2: *$137,400 - $206,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
