Overview
The Manager II Systems Engineering provides leadership to leaders and/or professionals and is accountable for the performance and results of multiple related teams. Drive product strategy based on the Business Unit's goals. The leadership impacts the business results of a division by setting priorities, allocating resources, and developing policies and plans. The Manager II is responsible for managing portfolio managers, technical product managers, and the development team.
Subject matter expert for the assigned area delivering a designated service to the organization. To provide a forward-looking industry perspective and be responsible for the entire lifecycle of the respective service, including definition, execution, and governance. Manage Services of high complexity and low to medium maturity with Service Impact of medium to high breadth and depth. Works independently with minimal supervision. Partner with the Vendor Management Office in contract analysis and competitive market assessment for the vendor selection process and ensure that expected performance meets established SLAs.

Responsibilities
- Drive vision and strategy, road map, and product lifecycle
- Responsible for driving the successful delivery of products and representing the organization to the outside market, including customers, partners, and analysts
- Responsible for creating strong working relationships and influence across leadership, product management, engineering, and other functional groups to execute product strategy
- Engage customers to develop/refine portfolio strategy, influence customer and industry direction, and execute strategy
- Ensure product line performance and identify market trends and opportunities
- Align technical product teams with product/business managers to meet product execution goals
- Lead and articulate the metrics, dependencies, and risks of multiple concurrent projects for technical and non-technical stakeholders.
- Drive demand workflow towards intake & completion from ideas to delivery execution
- Oversee coordination across product teams, horizontal delivery teams, and stakeholders to ensure roadmaps, interdependencies, and priorities are synchronized through portfolio orchestration
- Enable stakeholder management that drives transparency across all teams
- Responsible for managing the implementation of significant software upgrades and ensuring a seamless transition process with minimal impact on computer or business operations
- Oversee the development of customized hardware and software requirements
- Evaluate existing systems and provide technical direction to staff
- Lead engineering teams comprised of Navy Federal staff and contractors. Direct report roles include architects, engineers, analysts, testers, scrum masters, and other delivery roles. Accountable for end-to-end design, build, test, deployment, and post production tier-3 support
- Pursue thought leadership opportunities and provide perspectives on technology strategy for internal stakeholders and leaders
- Performs other related duties as assigned
Qualifications
- Bachelor's degree in information technology, Computer Science or other related field
- Previous Product development experience following Agile/SAFe methodologies
- Knowledge of enterprise anchor platforms such as MuleSoft, Pega, and Microsoft Dynamics
- 8-10 years of experience in leading IT development teams for building and delivering solutions with 3-5 years of experience in leading teams delivering solutions using cloud-based business applications platforms (SaaS/PaaS)
- Requires in-depth conceptual and practical knowledge of cloud-based business applications platforms, applies industry standards and best practices to align with enterprise strategic goals
- Applies division's vision & mission, governance policies and collects metrics for periodic reporting
- Manage budget, maintenance projects, develop resource/cost plans, conduct cost variance analysis, implement variance corrective actions, and ensure SOWs completion
- Ability to negotiate and influence others internally and externally, including TPOs, business leaders, vendors and senior executives
- Knowledge of Cloud Technologies
- Knowledge of SDLC
- 2-4 years' experience managing Cloud Development teams
Desired Qualifications
- Knowledge of NFCU operations, processes, and procedures
- Experience with Collections systems (i.e., CACS X) and Azure DevOps
- Advanced knowledge of banking/financial industry standards and practices
- Masters degree in Information Technology, Computer Science or other related field
