Lead Quality Control Analyst

Overview

To review, analyze, and report on Navy Federal's risk, quality, service, and controls, to improve operational efficiency and effectiveness, mitigate risk and remediate operational and regulatory vulnerabilities. Conduct quality control reviews of overall loan documentation (application, appraisal, title, credit, loan to value, legal), processes and system to ensure compliance with Investors, federal and state regulatory requirements, industry standards, and Navy Federal operating procedures. Perform in depth and comprehensive gap analyses to determine the root cause of process gaps, investor noncompliance and regulatory compliance failures. Maintain data in the quality control system platform to ensure adherence with regulatory government agencies requirements. Monitor corrective action target dates to ensure prompt remediation and control implementation to comply with regulatory government agencies requirements. Maintain and update quality control procedural manuals, job aides, and tools. Lead level: Highly complex or unusual review/analysis with significant impact and scope. Lead projects and mentor/train lower levels. Proactively evaluate guidelines and drive or initiate quality control program changes. Lead review of recurring quality audits, ad hoc audits, internal/external audit preparation.

Responsibilities

  • Evaluate underwriting decisions, process adherence, servicing standards, and regulatory requirements of mortgage loan files for compliance with applicable state and federal laws, investor guidelines, guarantor requirements and adherence to specific lender guidelines with an emphasis on buy-back possibilities
  • Review quality control findings for consistency and provide feedback and implement changes for improvement
  • Lead execution of quality control review efforts; may advise BU management of training opportunities
  • Assist management with workload management, compile more complex reports and/or production statistics
  • Assist management in creating and assigning quality control monthly audits with representative random and discretionary sampling
  • Anticipate internal and/or external business challenges including regulatory; recommend process, product or service enhancements
  • Perform and validate in depth and comprehensive gap analyses to determine the root cause of process gaps and regulatory compliance failures
  • Develop solutions for the risks and/or problems identified; maintain effective communication with business partners and support teams to identify target remediation dates and assist with implementation of corrective actions
  • Optimize the performance of real estate lending operations by analyzing current and anticipating future performance
  • Ensure loan quality through data integrity and risk management
  • Stay abreast of applicable changes in the mortgage industry, as well as, changing or newly issued investors' guidelines, federal regulations, and state laws and understand impacts or changes to processes
  • Lead the review of audit work and advise of training opportunities, assist with workload management, compile reports, production statistics, and create presentations
  • Adept at recognizing red flag/ potential misrepresentation and identifying appropriate channels of reporting
  • Ensure software/systems meet regulatory and procedural requirements
  • Ensure section/branch goals and objectives align with division/department strategy
  • Assist in ensuring a compliant Quality Control Program
  • Monitor corrective action to ensure prompt, consistent, and effective remediation
  • Maintain clear and organized documentation in relation to overall transaction quality and noted deficiencies identified
  • Train and mentor lower level Quality Control Analysts with little to no guidance to ensure procedural guidelines are conveyed accurately and consistently
  • Perform other duties as assigned

Qualifications

  • Expert knowledge or experience of the mortgage industry
  • Expert knowledge of underwriting credit union, and/or lending principles and techniques
  • Expert knowledge of FNMA, FHLMC, GNMA and relevant mortgage investor guidelines
  • Expert knowledge of FCRA, HMDA, FACTA, TILA, RESPA, CARES ACT, SCRA, ECOA, ESIGN, FDPA,, HPML, TRID, UDAAP, FDCPA and any applicable recertifications
  • Expert Knowledge of operational and regulatory risk controls, concepts, and practices
  • Experience managing multiple priorities independently and/or in a team environment to achieve goals
  • Experience identifying relevant analytical problems, determining appropriate diagnostic methods, and solving unique and complex issues/problems
  • Gather, analyze, and synthesize data for presentations and reports.
  • Organizational, planning and time management with significant experience in managing multiple priorities independently and/or in a team environment to achieve goals
  • Effective customer service focus and relationship management skills
  • Expert skills using innovative thinking to solve problems and facilitate the decision-making process
  • Expert skills following, interpreting, and applying relevant data/instructions to guidelines, procedures, practices, and regulations
  • Expert skills presenting findings, conclusions, alternatives, and information clearly and concisely while collaborating with and communicating with all with all levels of employees and management within and outside the organization
  • Expert skill maintaining accuracy with attention to detail and meeting deadlines
  • Expert word processing, presentation software and spreadsheet skills
  • Excellent research, analytical, and problem-solving skills
  • Bachelor's Degree in Business Administration, Auditing, or related field or equivalent combination of training, education, and experience

Desired Qualifications

  • Expert understanding of GSEs (GNMA, FNMA, FHLMC) guides, Federally Guaranteed Mortgage programs (FHA, VA), state and Federal laws; industry regulations, principles, and practices; and company policies that govern the business unit's products/services
  • Extensive Experience with Black Knight's Mortgage Servicing Platform (MSP), Mortgage Loan Origination System Empower, ACES Quality Control Software
  • Expert knowledge of Navy Federal's functions, philosophy, operations, products, services, systems, policies, procedures, and organizational objectives
