Assistant Manager, Compliance & Public Policy

Overview

To ensure org-wide compliance with federal regulations. To assist the Manager in leading ongoing operational strategy, and alignment with corporate and departmental strategic goals. To ensure the credit union is in compliance with applicable regulations and established policies and procedures. Experience in compliance monitoring and testing activities. Support the execution of the compliance monitoring and testing framework, ensuring effectiveness and alignment with regulatory expectations. Assist business units in designing, conducting, and enhancing compliance testing programs. Perform quality control reviews to ensure the accuracy, completeness, and consistency of compliance monitoring and testing results. Identify gaps, trends, and potential risks through testing activities and recommend remediation actions. Collaborate with stakeholders to enhance compliance processes and drive strong culture of compliance. Assist in regulatory and internal audits by providing documentation and insights from testing activities. Support ongoing process improvements and contribute to the development of compliance monitoring and testing procedures. Perform risk-based compliance testing for the purpose of independently validating business unit's adherence to applicable laws, regulations, policies and procedures, and identifying control deficiencies and risk implications related to applicable laws and regulations. Responsible for both strategic and tactical issues. Provide leadership to professional employees and/or supervisors, responsible for both strategic and tactical issues. Responsibilities

  • Analyze new and existing federal regulations to ensure that Navy Federal is in compliance with established standards Complex/Difficult
  • Identify existing and new issues pertaining to compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented Significant Impact
  • Resolve problems that arise in the normal course of monitoring and maintaining regulatory and legislative compliance Complex/Difficult
  • Compile, research and analyze trends in support of projects and initiatives; provides results and recommendations based on analysis Advanced Analysis
  • Keep Regulatory Compliance Leadership and cognizant business units apprised of compliance status
  • Analyze and prepare reports and data for management decision making
  • Act as primary liaison with Navy Federal business units to ensure regulatory compliance in order to facilitate, improve and strengthen business operations
  • Participates in internal and external compliance testing and audits
  • Prepares responses to regulators, internal and external audits as well as management inquiries.
  • Develop & recommend tactics for program implementation & communications
  • Resolve problems that arise in the normal course of monitoring and testing and maintaining regulatory and legislative compliance
  • Compile, research and analyze trends in support of projects and initiatives; provides results and recommendations based on analysis
  • Recommend policy and procedural changes to ensure compliance Considerable Impact
  • Prepare position papers, workbooks, and monitoring documents to highlight issues which may or will impact Navy Federal operations Advanced
  • Respond to General Counsel and senior management requests for specific legal interpretation and/or application of laws and regulations Advanced
  • Develop the department strategy and strategic plan by working with the department executives and leadership, as well as other Navy Federal senior executives Lead
  • Align department strategic plan and initiatives with corporate strategy and strategic plans Advanced Analysis
  • Perform supervisory/managerial responsibilities
    • Ensure adequate/skilled staffing; select employees
    • Establish performance goals and priorities
    • Prepare, conduct and review performance appraisals
    • Develop, mentor and counsel staff
    • Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
    • Ensure section/branch goals and objectives align with division/department strategy
    • Ensure efficiency of operations
  • Act as manager in the incumbent's absence
  • Performs other duties as assigned

Qualifications

  • Significant Experience in that demonstrates an excellent understanding/ability to interpret and apply legislative and regulatory compliance guidelines, preferably in a financial institution
  • Significant experience in demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems
  • Significant experience in work which displays increasing levels of responsibility and/or authority
  • Extensive experience in managing multiple priorities independently and or in a team environment to achieve goals
  • Expert knowledge of project lifecycles and management methodologies
  • Ability to represent the business unit in task groups and planning meetings
  • Significant experience in supervising and leading employees
  • Advanced in the use of PCs and related Software Package
  • Advanced organizational, planning and time management skills
  • Advanced analytical/quantitative, reconciliation and deductive reasoning skills
  • Expert skill exercising initiative and using good judgment to make sound decisions
  • Expert verbal and written communication skills
  • Bachelor's degree in a related field or the equivalent combination of education, training and/or experience

Desired Qualifications

  • Working knowledge of Navy Federal products, services, programs, policies and procedures
  • Working knowledge of NCUA rules, regulations and federal laws pertaining to consumer lending
  • Master's Degree in a related field of study

Hours: Monday - Friday, 8:00AM - 4:30PM
