Occupational Health & Well-Being Services (OHWB) is seeking a high-performing and self-driven individual to administer the Occupational Safety and Health and Sustainability and Environmental Compliance programs. This position is dual-hatted as the Chief of OHWB at the National Security Agency (NSA) in Hawaii, with oversight of the Emergency Management, Occupational Medicine, and Behavioral Health & Life Services professionals. In this role, you will play a critical part in fulfilling the OHWB mission to maintain a healthy, trustworthy, and productive workforce and a safe and environmentally sound workplace.

This position demands professionalism, flexibility, and the ability to successfully create and maintain effective relationships with external and internal partners, across all organizational levels. The following details the estimated percentage of effort per focus area, and associated major duties.

Occupational Safety and Health (40-50%) - Develop and implement occupational safety and health procedures to meet NSA Program Manuals, DoD Instructions, and regulatory requirements. Required to be knowledgeable in the applicable OSH programs as to provide Agency organizations the information, education, and oversight to effectively implement the required programs and minimize risk in the work place. Educate managers and supervisors on their responsibilities to provide a safe and healthy workplace for employees. Develop tools for managers and employees to assist in the implementation of safety and health practices and programs

Lead the NSA Hawaii (NSAH) OHWB team (20-30%) - Supervise an occupational health nurse, emergency management specialist, and three employee assistance services clinicians to provide health & well-being initiatives to the workforce. In this role, you will be the Well-Being Lead for NSAH; set the strategic vision for the Well-Being at Work (W@W) initiative at NSAH to include working with NSA Headquarters and continuing partnerships across site and with our external partners.

Sustainability and Environmental Compliance (10-20%) - Support on-going compliance and implementation of Environmental Compliance Programs including but not limited to air quality; Environmental Management Systems (EMS); Spill Prevention, Control, and Countermeasures (SPCC) Plan; aboveground storage tanks (ASTs); underground storage tanks (USTs); chemical management; hazardous waste generation, storage, and disposal; National Environmental Policy Act (NEPA) coordination; sustainability; and construction stormwater management and erosion and sediment control. Tasks may include developing and communicating environmental operation controls (i.e., Standard Operating Procedures, inspections, and training); monitoring contractor compliance with SPCC and air quality permit recordkeeping requirements; and maintenance of plans and permits in coordination with NSA Headquarters. Serve as a liaison between NSA Hawaii and State environmental regulators, NSA Headquarters Sustainability and Environmental Compliance Staff, Installations & Logistics, Joint Base Pearl Harbor 'Hickam and Army Garrison Hawaii Departments of Public Works and Federal Fire Emergency Services.

Qualifications:

The qualifications listed below are the minimum acceptable to be considered for the position.

Entry is with a Bachelor's degree plus 6 years of relevant experience, or Master's degree plus 4 years of relevant experience.

Degree must be in an Occupational Safety and Health-related field (for example, Occupational Safety and Health, Safety Management, Safety Science, Safety Engineering, Industrial Hygiene); however, a degree in any field is acceptable if the applicant holds any of the following credentials: Certified Safety Professional (CSP), Associate Safety Professional (ASP), Graduate Safety Professional (GSP), Occupational Hygiene & Safety Technician (OHST), Construction Health & Safety Technician (CHST), or Certified Industrial Hygienist (CIH).

Relevant experience must be in a safety-related field (for example, occupational safety and health, safety management, safety science, safety engineering, industrial hygiene). Certification as a Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Certified Industrial Hygienist (CIH) must be obtained within 24 months of employment.

Competencies:

- Conduct interviews within the context of an inspection, audit, or investigation.
- Gather evidence or information related to on-going audits, inspections, and investigations.
- Perform audits, inspections, and investigations in accordance with government regulations and make appropriate recommendations for improvement.
- Report results and findings from assessments, investigations, and evaluations to appropriate parties.
- Conduct risk assessments on affiliates, facilities, operations, or systems.
- Enforce federal and state laws and applicable regulations.
- Respond to and investigate incidents, including oil spills and/or releases. Maintain records and file reports, as appropriate.
- Inspect and monitor facilities for compliance with applicable specifications, codes, laws, and regulations during construction relative to environment, safety, and health.
- Inspect and monitor the condition of facilities and building structures (for example, walls, doors, ceilings).
- Conduct environmental, safety, health, or fire prevention inspections, investigations, or reviews.
- Evaluate workplace for environmental, safety, and/or health threats or hazards.
- Identify risks and potential occupational health hazards associated with agents, products and processes by studying environments, tasks and people.
- Assess and select options to eliminate or mitigate occupational health hazard exposures.
- Conduct accident investigations and/or develop strategies to minimize accidents.
- Establish and assess the effectiveness of control programs or techniques designed to eliminate or mitigate occupational health hazard exposures.
- Manage site Collateral Duty Safety (OSHRep) program.
- Identify process driven solutions to mitigate environmental, safety, and health issues in alignment with Management System principles.
- Knowledge of the functions of emergency management including mitigation, preparedness, response, and recovery.
- Climb ladders, scaffolding, towers, catwalks, etc.
- Stand, walk, or kneel for long periods.

Pay, Benefits, & Work Schedule:

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $107,809 - $165,619
Salary range varies by location, work level, and relevant experience to the position. This position is in Hawaii.

On the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee.
