Professionals within Legal and Compliance provide a wide range of services to our business units. They might help to structure a complex and sensitive cross-border transaction; advise on a new product introduction; develop a training program or defuse an investor dispute. They preserve the firm's invaluable reputation for integrity and protect the firm from sanctions with policies and procedures that meet regulatory requirements around the world. They also strive to maintain cooperative relationships with governmental policy makers and the regulatory and self-regulatory agencies that govern the firm's businesses.
Primary Responsibilities
The Head of Japan Operational Risk Department (ORD) will be based in Tokyo and will report directly to the Head of International Operational Risk Department and locally to the Head of Japan Non-Financial Risk.
The Head of Japan ORD will be responsible for leading a team to provide effective 2nd line oversight of the operational risks that apply to the legal entities, businesses, and control functions in Japan. Responsibilities include:
- Develop, implement, maintain, and enforce the Operational Risk Management Framework, including policies and procedures, training, testing and monitoring, as required by or appropriate in light of the laws, regulations and policies governing their operations.
- Leverage the Firm's Operational Risk Management Framework to identify and assess significant operational risks and ensure appropriate mitigation actions are undertaken.
- Liaise with business leads, risk managers, and global colleagues to ensure the risks are managed within the firm's risk tolerance.
- As a key member of various Japan and regional governance committees, the head of ORD will be expected to provide 2nd line oversight, promote risk culture, and bring transparency to significant risks.
- Partner with Compliance and Global Financial Crime teams to ensure the comprehensive set of Non-Financial Risks are adequately managed.
- Liaise with Chief Risk Officer and Firm Risk Management where necessary to ensure the 2nd line view comprehensively covers both financial and non-financial risk perspective.
- Handle regulatory audits and internal investigations/audits and address issues as appropriate, including timely escalation to senior management.
- Maintain relationship with local regulators by provide regular updates and transparency to the risks, along with the broader risk management organization.
- Participate in review and approval of new products raised by the relevant business areas.
- Support the Head of Japan Non-Financial Risk (NFR) in developing and driving NFR strategic initiatives, and lead or assist production of Management Information as appropriate.
Skills required (essential)
- Minimum of 7-10 years of relevant experience in risk management, audit or other control functions covering institutional securities businesses, preferably at a large-complex financial institution.
- Strong interpersonal skill and experience in managing and leading teams to successful strategic outcomes, especially under the period of transition and transformation of roles and responsibilities and alignment with the broader organization both locally and globally is critical for the success of the team.
- Relevant experience and knowledge in managing the wide range of operational risks.
- Strong analytical and problem-solving skills and the ability to provide viable solutions in a time-sensitive environment.
- Ability to lead and develop a team of high performing risk managers.
- Ability to develop, foster and maintain effective working relationships with a variety of senior and junior colleagues and counterparties (local, regional, and global, and within and outside of ORD).
- Capacity to prioritize in a fast moving, constantly changing environment to handle multiple tasks simultaneously and work under fast-paced working environment.
- Bilingual fluency in Japanese and English preferred, and excellent written and verbal communication skills.
- Highly motivated self-starter able to work independently while collaborating and coordinating as part of a global program.
Skills desired (preferred)
- Experience in 1st or 2nd line risk management functions.
- Hands on experience in large global financial institutions.
- Worked in a multinational organization and/or has experience working with overseas business partners and clients.
- Experience in handling Japanese regulatory exams and inquiries.
