The Security, Integrity, and Investigations group (SI2) in Legal is seeking an experienced professional to support our law enforcement operations and investigations teams, overseeing and coordinating priority programs to ensure they align with goals and are delivered with industry-leading operational standards. We are looking for someone who thrives in a dynamic and quickly evolving environment, is skilled at leading complex cross-functional initiatives with a broad range stakeholders, and is a strategic thinker who understands the business impact of efficient and effective operations. This person should see the value of leveraging balanced methodologies and metrics to supercharge The Law Enforcement Analytics and Programs (LEAP) team unlocks opportunities for Meta's law enforcement programs teams to balance public safety, user privacy, and compliance obligations at scale through strategic coordination, technical leadership, and industry-leading operational standards across Security, Integrity, Investigations (SI2) legal and its partners. This is a highly cross-functional role that requires advanced analytical / problem solving skills, leadership, organization, communication skills, and experience leveraging influence and data to manage various teams and stakeholders effectively.We are seeking an experienced program manager with a demonstrated record of driving high performance and cross-functional coordination for complex initiatives and scaled operations. In this role, you will initiate and lead complex projects end-to-end. You will analyze, design and implement critical operational and process improvements across Legal teams working on online safety, platform investigations, and security, integrity, and regulatory issues. We are looking for an experienced self-starter with refined communication skills who thrives in fast-paced environments and can operate independently to drive strategy, execution, and organization across teams. This role will work closely with executive-level leaders across Legal teams to execute operational projects on high-priority issues and develop an evergreen program to monitor and drive operational health, efficiency, and scaling across operations teams handling government data disclosures, sensitive integrity investigations, and signals sharing.

Strategic Operations Manager, Strategy & Response Responsibilities:
  • Identify, structure, and solve complex problems - leveraging data to support recommendations.
  • Design, coordinate and implement strategies and solutions and drive strategic alignment across the SI2 organization and with cross-functional stakeholders to help scale operationally and reduce external pressures while increasing internal efficiencies.
  • Work with partners such as Central Operations (including Law Enforcement Response and Incident Response teams), Central Investigations (including Law Enforcement Investigations and Intelligence, Safety, and Signals teams), Security Legal, and Law Enforcement Outreach, as well as the risk, data, and technology teams that support them, to enable informed business decisions and resource allocation.
  • Identify and structure emerging misalignments and develop solutions (both within team and across organizations), help remove roadblocks, escalate misalignments, and ensure teams are set up for successful execution.
  • Build and manage work-back schedules and hold members of cross-functional teams accountable to deliver on time.
  • Define, implement, influence, and refine organizational operations, rhythms of business, and ways of working that enable SI3 operations teams to be efficient and effective.
  • Identify opportunities to build and improve on the organizational strategy, planning, and operations processes.
  • Facilitate key meetings to drive progress against goals and objectives, establish clear next steps and owners, and resolve blocks that impede progress.
  • Communicate up, down, and across organization to ensure transparency, alignment, and advocacy.
  • Distill business insights from how we're managing resources and headcount across portfolio.
  • Proactively participate in organization-wide integrity, security and safety forums, groups, and networks.
  • Continue to build on existing subject matter expertise in the trust and safety and regulatory spaces, stay up to date on technology, and identify key partnerships to help define company and Legal roadmaps.
Minimum Qualifications:
  • BS/BA or relevant experience in Legal Strategic Operations
  • 8+ years of work experience in government, business operations, or other operational discipline
  • Experience leading large departmental and enterprise-wide projects and driving communications and status updates with executive level stakeholders
  • Advanced knowledge of operational metrics and leveraging data signals to uncover critical insights and non-obvious solutions
  • Experience developing long-term strategy and executing tactical action plans to implement that strategy
  • Demonstrated experience with designing and building governance and/or operational programs and processes
  • Experience influencing and adapting to different working styles based on teams involved
  • Recent experience executing at an individual contributor project-level with attention to detail and also leading programs delivering big-picture strategic thinking and results for executive-level stakeholders, depending on the situational requirements
  • Identify emerging regional trends, risks, and legal obligations with experience translating this information into tactical recommendations.
Preferred Qualifications:
  • MBA
  • Experience in law enforcement, national security, and/or other government agency-related sectors

$142,000/year to $202,000/year + bonus + equity + benefits

Individual compensation is determined by skills, qualifications, experience, and location. Compensation details listed in this posting reflect the base hourly rate, monthly rate, or annual salary only, and do not include bonus, equity or sales incentives, if applicable.
