Network Implementation Engineer - Network Investments

To support the rapidly growing user community and the introduction of new and innovative products and services, Meta is continually expanding its network infrastructure around the globe. We are looking for a Network Implementation Engineer (FKA Fibre Delivery Engineer) to join our Europe, Middle East, Africa and South America network infrastructure group to drive key milestones for critical backbone infrastructure. Working closely with internal teams and external partners, you will help set the technical requirements and ensure the on-time/on-spec delivery during the execution of the program. You will support Network Development Managers in the development and implementation of strategies to provide Meta with best in class economics and optimal flexibility/scalability. In addition, you will be responsible for reviewing the progress and performance of the fiber delivery and completing the validation and acceptance according to the required criteria. • Build and manage a portfolio of fiber infrastructure suppliers to ensure transparency with project management and information flow
• Manage fiber acceptance testing and validation for performance characteristics
• Coordinate and manage build partners, engineering and construction firms and associated project budget/s
• Report on key metrics for infrastructure projects: On-time performance, Vendor performance, Monthly and yearly activated services and financial performance
• Collaborate with Network Development Managers & Planning and Edge Teams on new Project Opportunities, potential partner / vendor identification, build-experience & High Level Project Budget
• Mitigate risk for the project through pre-planning, planning, and partnership
• Communicate upward of project risks to both timeline and budget
• Drive Quality Assurance and Quality Control of project management system updates/reporting
• Maintain an understanding of technological developments in the telecom wholesale market and position Meta in the right place. Represents Meta network team in conferences and trade shows
• Development of Fiber Acceptance and Delivery packages in accordance with Meta Standards
• Identify internal system workflow improvements to define the requirements for development improvements
• Work with data located in different systems, correlate data and build datasets to be used across different tools/systems
• Collaborate across cross-functional teams to synchronize fiber deployment schedule with fiber acceptance
• Support internal team and other cross-functional departments as needed
• Promote and model an outlook of continuous improvement, partnership, and teamwork in behaviors and communications
• Promote and model an outlook of openness to giving, seeking, and receiving 360-degree feedback
• Capacity and willingness to travel up to 25% of the time

• BA/BSC/BEng or equivalent in technical or related field with at least 5 years of relevant experience in network deployment fiber projects
• Experience in terrestrial fiber network design and technology, preferably in both long haul and metro networks
• Negotiation skills and experience to problem solve
• Microsoft Office/Google Docs Suite proficiency, with experience using spreadsheet tools and/or programs
• Experience preparing and presenting quantitative and qualitative comparative analysis and reports
• Detail oriented with experience managing multiple cross-functional tasks and projects
• Certification or a proven track record in project management techniques and tools (e.g. PMP)
• Experience with engaging vendors on aspects of network design, planning and construction, particularly in the EMEA market
• Familiarity working with data in different tools and capacity to structure/clean data and create correlations

• Experience in using scripts (Python, SQL), networking related software, frameworks, and APIs
• 5+ years of project management experience with a focus on Telecom and/or wholesale fibre implementation preferred
• Demonstrates proven track record of major deal delivery (at multiple fiber pair scale) and familiarity with permitting and regulatory environment across the EMEA region
• Understanding of subsea systems and associated fiber technologies
• Multilingual in 1 or more regional business languages
