Meta is seeking a Commercial Procurement Analyst to be responsible for standardizing/optimizing commercial operations across sourcing, contracting, purchase requisition and related payment processes (collectively, "Source-to-Pay" processes) and related special projects across Meta's Infrastructure Supply Chain organization. This is a critical role engaging with internal stakeholders across supply chain and other source-to-pay organizations to understand synergies and gain efficient processes. This role will maintain a competitive landscape and oversight of existing (and new) business process outsourcing vendors that support all backend S2P processes.
Commercial Procurement Analyst Responsibilities:
- Process: Driving standardization of procurement process (signals to trigger sourcing, contracting, Purchase Requisition/Purchase Order/payment, etc., collectively "procurement process" or "source-to-pay (S2P)") and will navigate purchasing needs through all aspects of the procurement process. (1) Identify, initiate, and execute projects to drive quality, time, and stabilization across the source-to-pay program. (2) Develop quick wins to enable clear category support across Business Process Outsourcing vendors ("BPOs") for supply chain and sister organizations (Finance S2P, Data Center Project Controls and Contracting teams, etc.).
- Partnership: Collaborate with Legal, Finance/Accounting, Meta corporate procurement, and other key functional stakeholders to influence policies to document and streamline Infrastructure Supply Chain + Engineerings, process and subsequent tooling compliance. (1) Collaborate with stakeholders, becoming the key contacts to drive for procurement of goods/services support. (2) Work in a collaborative team environment to support Infrastructure Supply Chain + Engineering's ("ISCE") procurement processes. (3) Educate and train end users on procurement processes and collaborating with system owners (e.g., Legal for Contracts tools, Engineering teams for centralized procurement tools, etc.) on roadmaps, requirements, and enhancements.
- Business Process Outsourcing Transformation ("BPO"): continue audits and transformation with existing BPO vendors that support ISCE's supply chain organization across source-to-pay functions:(1) Driving triage, purchase requisition, and subsequent purchase order improvements within SLAs(2) Drive Purchase Requisition (PR) system compliance to ensure Purchase Orders (POs) are set up accurately, and are tracked and managed through the PR initiation through the purchasing cycle, inclusive of delivery(3) Ensure POs are compliant with corporate policies and procedures.
- Sourcing: driving sourcing strategies for BPO engagements and cross-functional services engagements including developing RFx's, shortlists, awards, scopes, and working with legal, as needed, for contract development.
- Program Management: driving program management best practices across existing tools (e.g., Tasks) across Strategic Sourcing and Transformation programs including S2P transformation and optimization initiatives, cross-organization-wide RFx activities, and supply chain net zero initiatives.

- 3+ years of experience in strategic sourcing including market intel, competitive bids/RFx activities, single source justifications, comparison of quotations, awards, and related contracts.
- 3+ years of familiarity of sourcing, contracting, and payment systems including invoicing.
- 5+ years of program or project management experience.
- Experience using data and metrics to determine and drive improvement.
- Experience working cross functionally with tech and non-tech teams.
- Experience transforming business systems, models, and achieving results relative to goals. Demonstrated skills questioning the norm, thinking out-of-bounds, and delivering
- Direct experience in Procurement Operations including BPO engagements, service engagements, general SLA contract administration adherence, and S2P systems/processes.
- Advanced degree in business, supply chain, legal or a related technical discipline, or equivalent experience.
- Experience sourcing and managing global (North America, Asia, Europe, LATAM) suppliers and manufacturing partners.
- Experience reviewing/executing commercial agreements/contracts.
- Experience with data center hardware architecture and deployment.
- Experience in strategic sourcing, supply chain management, or supplier management in data center infrastructure.

$116,000/year to $170,000/year + bonus + equity + benefits
