Overview
Mastercard has been rapidly expanding its wide range of payment solutions by increasing worldwide connectivity in the account-to-account space, enhancing compliance capabilities and offering more robust foreign exchange tools.
Mastercard is seeking an experienced regulatory compliance professional to join our Global Regulatory team to support the regulatory compliance program for our real time payments services in Latin America. This position will report to the Senior Counsel, Regulatory Affairs based in Mexico.
The ideal candidate is a compliance champion with experience in supporting compliance management programs and a background in payments and financial technology compliance in Mexico.
Role
The Analyst, Legal Compliance will assist with executing the regulatory compliance strategy for our real time payment services and licenses in Mexico to ensure alignment with payment services regulations.
In this role you will:
• Collaborate on the development and execution of the regulatory compliance strategy for our real-time payment and regulated products in Latin America, with a primary focus on ensuring adherence to payment services regulations in Mexico.
• Upload and record operational risks, internal controls, and inventory of Policy and Procedure Manuals for annual regulatory audits.
• Monitor compliance with regulatory changes and new regulations, preparing matrices in particular the regulations applicable to Arcus connectivity to SPEI and IFPE regulation.
• Manage remediation of ongoing monitoring findings, regulatory examinations, and internal/external audit findings.
• Support ongoing oversight, including regulatory examinations, and ensure the business follows all regulatory reporting obligations.
• Assist in the management of products, services, and activities in Mexico including those related to the Commission Administrator (cash-in network- Administrador de Comisionista).
• Verify and upload regulatory and oversight reports and coordinate with internal areas to address deviations or new requirements.
• Control of notices and regulatory deliverables regarding the filing of regulatory reports corresponding to different regulators (CONDUSEF, CNBV and BANXICO).
• Management of regulatory report upload systems (SITI, SAIF, REPUVE, SIPRES, POSTMAN, JASON, etc.)
• Guarantee that the appropriate procedures are implemented for the timely and accurate presentation of regulatory reports.
• Provide subject matter expertise with respect to operational requirements, policies, and procedures to comply with applicable regulatory obligations
• Maintain strong industry knowledge of Mexican regulations, changes, trends and impacts to the business.
All About You
• Intermediate experience developing and managing regulatory compliance programs for large bank or non-bank financial institution
• Knowledge and experience in the financial or payment services sector (IFPE, financial institutions, bank brokers, SPEI participants) in regulations, controls, and licensing requirements in Mexico is required.
• Understanding in preparing material for regulators, acting in regulatory affairs, internal control, compliance for IFPE.
• Experience managing reports and databases for adequate risk management to generate a comprehensive risk management model to collect information for the issuance of regulatory reports.
• Detail oriented, organized, self-starter/motivated to work independently and as an effective team member
• Exceptional analytical and problem-solving skills
• Must demonstrate a proactive, time sensitive, results driven approach in carrying out all duties, obligations and responsibilities
• Undergraduate or master's degree
• Ability to communicate complex ideas effectively - both verbally and in writing - in English and the local office language(s)
