Leidos' Health Solutions Organization is currently seeking a Systems Engineer / Architect in support of the Department of Defense Healthcare Management System Modernization (DHMSM) Program, its $4.6B single award IDIQ contract, known as MHS GENESIS. This highly visible program is designed to deploy, operate, and sustain a new electronic health record to the military health system, supporting nearly 10 million service members and their families worldwide. While every healthcare system is addressing quality, user experience and cost, the MHS GENESIS program has the added challenge of delivering these objectives within the DOD security environment, at the DOD's global scale, all while supporting the Defense Health Agency (DHA)'s vision of a medically ready force ─ which is essential to our national defense.

The Systems Engineer / Architect will be responsible for the functional and technical design of solutions within the Military Health Innovations portfolio, including supporting the solution design for system and technical requirements in support of customer-facing capabilities in a Data-Driven cloud-based environment. Specific tasks include developing an understanding of as-is processes, followed by designing innovative technical solutions to improve the reliability, security, performance, and agility of the network, including deriving and authoring functional, technical, performance, security, and availability requirements, in a continuous innovation process that leverages feedback derived from measuring deployed capabilities against key metrics to demonstrate success. The Systems Engineer / Architect will be responsible for working with a team to ensure successful completion of testing and verification of new capabilities prior to deployment. To accomplish these goals, the successful candidate will demonstrate strong deductive reasoning, attention to detail, persistence, patience, and creativity.

Primary Responsibilities

  • Developing technical approaches, solutions and systems for innovations that best fits business needs.
  • Designing and overseeing the implementation of the solution throughout the implementation lifecycle to ensure that it meets the needs of stakeholders.
  • Providing recommendations and alternatives for solutions and creating solution prototypes.
  • Participating in technology selection and analyzing technology environment and constraints.
  • Developing roadmaps for the solutions.
  • Acting as a liaison between technical and non-technical stakeholders.
  • Collaborating with process owner(s), technical leads, and a variety of process stakeholders to refine the solution, design, process and approaches.
  • Employing solution architecture and system engineering principles, processes, methods, models, artifacts, and tools to accomplish analysis, problem evaluation/diagnosis, and solution design across a variety of Systems Engineering / Architecture activities, including data gathering, requirements definition, use case development, gap analysis, functional specification creation, analysis of alternatives, risk assessment and mitigation planning.
  • Employing a system engineering approach for systems planning, design, execution, and sustainment.
  • Provide measurable input to new solutions, processes, or standards to achieve functional/project objectives.
  • Collaborating with colleagues to monitor and report technical variances; facilitating resolution of technical issues that adversely impact successful product delivery.
  • Quickly adapt to customer environments and adopt their processes.
  • Author and execute User Acceptance strategies, plans and scripts for the innovation's deployment.
  • Support the resolution of technical challenges throughout the project lifecycle.
  • Employ exceptional problem-solving, interpersonal, and leadership skills.
  • Support or Lead business proposal responses as required.

Basic Qualifications

  • Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 8+ years of professional experience; or 6+ years of professional experience with a related master's degree.
  • US Citizen with EXISTING ADP2/IT2 Public Trust (or higher) clearance. Federal Government requirement.
  • Experience developing and deploying software in a DoD environment including experience building and deploying software applications that meet DoD security standards, including updating applications and code to meet security scans and meeting security implementation guidelines (e.g. STIGs).
  • Experience in solution design and architecture development for a complex cloud-based system.
  • Familiarity with web services APIs, including REST
  • Experience identifying and tracking related project task dependencies, risks & possible mitigations.
  • Experience estimating level of effort (hrs./days/resources) to create a project plan and schedule.
  • Experience working with a highly technical team and in a dynamic, fast-paced environment
  • Experience with project management and configuration management tools such as JIRA and Confluence.
  • Strong written and verbal communication skills are required to collaborate with customer representatives, domain experts, systems engineers, and architects.
  • Prioritizing work to meet fixed deadlines.
  • Ability to travel periodically, as needed.
  • Experience working and collaborating in a cross-discipline team with technical and non-technical stakeholders.

Preferred Qualifications

  • Experience developing and deploying software within a DHA environment
  • Experience with cloud-based - specifically AWS - enterprise software implementations.
  • Experience with cloud-based - specifically OCI - enterprise software implementation
  • Experience with Agile software development.
  • Familiarity with AWS GovCloud and cloud infrastructure, including networking and security policies.
  • Experience developing and deploying software in a DoD environment (DHA experience is a plus), including experience building and deploying software applications that meet DoD security standards, including updating applications and code to meet security scans and meeting security implementation guidelines (e.g. STIGs).
  • AWS cloud certifications.

Pay Range:

Pay Range $122,200.00 - $220,900.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
