Leidos is seeking a Supply Chain Engineer (SCE) to the Infrastructure Services Enterprise Operations (ISEO) program in our Digital Modernization sector. The SCE serves as a key liaison between Program Management, Engineering, and Global Supply Chain. In this role, you'll be responsible for supplier engagement, identifying and mitigating supply chain risks, optimizing material cost strategies, and supporting both proposals and program execution. This is a cross-functional position that blends technical insight with supply chain innovation and strategic thinking.
You will also support initiatives such as supplier management, procurement process improvements, and business systems/tool deployments. The ideal candidate is analytical, detail-oriented, and collaborative-with the ability to drive results across engineering, sourcing, and program teams.

The Lead SCE will report to the Associate Director, Global Supply Chain and work closely with the Program Manager and Material Planners to ensure the review of material requirements for clarity, compliance, detail, completeness, regulatory compliance and obtain additional information considered necessary.
This position is primarily remote; however, occassional on-site presence at the Alexandria, VA office is required for team collaboration, customer meetings, or program support activities.
Primary Responsibilities
- Collaborate with Program Management and Engineering teams to ensure timely and compliant procurement of materials.
- Lead technical and commercial engagement with hardware, software, cloud, and cybersecurity manufacturers.
- Conduct market research to identify IT hardware, software, and cloud solution suppliers that meet technical specifications and align with program budget constraints.
- Take ownership of procurement and supply chain processes, ensuring compliance with Leidos policies and any applicable federal regulations (FAR/DFARS).
- Provide accurate and timely material pricing for proposals and program execution.
- Develop sourcing strategies and technical solutions that reduce cost and improve delivery timelines.
- Lead cost-saving initiatives, leveraging negotiation skills and supplier engagement strategies to maximize cost avoidance and savings.
- Partner with Capture and Proposal teams to shape material acquisition strategies that meet Price-to-Win goals.
- Support bid reviews and material-related inputs for capture efforts.
- Engage in business process improvements and procurement tool enhancements.
- Serve as a subject matter expert on material affordability, risk mitigation, and cost/value engineering.
- Communicate effectively with internal and customer stakeholders; influence strategy and process adoption across teams.
Basic Qualifications
- Bachelor's degree in Engineering, Supply Chain Management, Business, IT, or a related field, with 2-5 years of relevant experience or Masters with 0 - 2 years of prior relevant experience.
- Strong experience in IT procurement and supply chain management, particularly in software, cloud services, and IT hardware.
- Familiarity with IT procurement best practices, market research methodologies, and supplier negotiations.
- Experience in supplier coordination, including hardware/software selection and problem resolution.
- Demonstrated ability to manage multiple stakeholders and priorities with minimal supervision.
- Understanding of FAR/DFARS compliance and federal procurement requirements.
- Excellent communication and stakeholder management skills, with experience interfacing with IT executives, finance teams, and procurement.
- Strong oral and written communication skills.
- Demonstrated experience interfacing across multiple organizations and program levels simultaneously with minimal supervision.
- Basic understanding of creating complex solicitations, supporting proposals, conducting moderate complexity price and cost analysis, negotiating price/cost and price/cost-related terms.
- US Citizenship is required for this position
- Top Secret / SCI clearance or ability to obtain one is required
Preferred Qualifications
- Advanced degree in Supply Chain Management, Business, Engineering or a related field.
- Prior experience in developing and implementing supply chain innovations for large-scale programs.
- Certification in Project Management (PMP, CAPM, or equivalent).
- Experience working in a large enterprise or government contracting environment.
- Familiarity with cybersecurity and compliance requirements in IT supply chain management.
- Experience in business process re-engineering related to IT procurement and software asset management.
- Expertise in Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Proven track record of driving cost savings and achieving avoidance targets through negotiation strategies.
- Financial acumen with experience managing budgets, forecasting, and cost control.
- Active Top Secret / SCI with CI Poly clearance

Pay Range:
Pay Range $57,850.00 - $104,575.00
