We are in search of a Substation Telecommunications Engineering Manager to join our diverse and fast-paced organization. The Challenge:

  • Telecommunication System Management: Oversee the design, installation, configuration, and maintenance of telecommunication systems in substations, including fiber optics, radio, microwave, and other data communication equipment.
  • Supervisory Control and Data Acquisition (SCADA): Ensure SCADA systems are correctly integrated with substation devices and provide reliable real-time monitoring and control.
  • Network Security: Implement and maintain cybersecurity measures to protect communication infrastructure from unauthorized access or cyber threats.
  • System Optimization: Continuously monitor and optimize telecommunication networks to ensure optimal performance and minimal downtime.
  • Project Management: Lead telecommunication-related projects, including upgrades and new system installations, ensuring projects are completed on time, within scope, and within budget.
  • Team Leadership: Manage and mentor a team of telecom engineers and technicians, providing technical guidance and support to resolve system issues and develop new solutions.
  • Collaboration: Work closely with relay, automation, and protection engineers to ensure telecommunication systems are properly integrated with substation equipment.
  • Compliance & Standards: Ensure all telecommunication systems comply with industry standards, such as NERC, IEEE, and IEC, and adhere to safety regulations.
  • Troubleshooting & Maintenance: Develop and implement procedures for system troubleshooting and maintenance, minimizing communication downtime during outages or failures.
  • Vendor Management: Manage relationships with external vendors and contractors for equipment procurement, system upgrades, and services.

What you will bring to the table:

  • Bachelor's degree in Electrical Engineering, Telecommunications, or a related field. A Master's degree or equivalent experience is preferred.
  • Minimum of eight (8+) years of experience in substation telecommunications, including hands-on experience with SCADA systems, protective relays, and industrial network systems.
  • At least three (3+) years of management or supervisory experience within a telecommunications or power utility setting.

You may also have:

  • Knowledge of substation communication protocols such as DNP3, IEC 61850, Modbus, and IEEE C37.94.
  • Familiarity with network security practices and industrial firewalls.
  • Experience with fiber optics, RF, microwave, and multiplexing technologies.
  • Expertise in configuring and maintaining routers, switches, and telecommunication servers.
  • Certifications: Relevant industry certifications, such as PE, Cisco Certified Network Professional (CCNP), NERC CIP certification, or similar.
  • Soft Skills: Strong leadership, communication, and project management skills with the ability to work collaboratively in cross-functional teams.
  • You Might Also Have:
  • US Citizen and able to pass DOE background
  • Fundamentals of Engineering certification
  • Master's degree in related field

Pay Range:

Pay Range $101,400.00 - $183,300.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
