Leidos is seeking an Outreach and Strategic Growth Initiatives Project Manager to support outreach and growth around strategic research areas and core competencies at the National Energy Technology Laboratory (NETL). This is an exciting opportunity to manage the efforts of a multi-disciplinary team that supports the development of technical solutions for America's energy challenges at one of DOE's national laboratories. Highly skilled researchers at NETL's three research sites - Albany, Oregon; Morgantown, West Virginia, and Pittsburgh, Pennsylvania - conduct a broad range of research activities that support DOE's mission to advance the national, economic, and energy security of the United States.

This role is responsible for planning, organizing, securing, and managing resources to bring about the successful completion of specific program goals and objectives. This role will lead our Outreach and Strategic Growth initiatives on behalf of NETL, including strategic initiatives such as business development, product maturation strategies, and outreach to key stakeholders in industry, government, and academia to further those NETL research objectives. Duties may include ensuring all programs run within scope, time, and budget constraints. Efforts include interfacing with government and contractor task and functional leaders, subcontractors, and support personnel. The successful candidate will have exceptional communication skills, keen attention to detail, and a strong focus on employees for a role that requires close collaboration with all stakeholders including Leidos and government customers.

Location: Strong preference is for a candidate near one of the three NETL campuses (Morgantown, WV, Albany, OR, and Pittsburgh, PA). However, consideration may be given to candidates in other areas if they are willing to travel as business needs require (up to 25%). Travel locations wivary based on business needs but are often to other NETL sites or the following cities: Washington DC, Idaho Falls, ID, and Dallas, TX, among others.

As a core team member, you will play a valuable part in supporting and executing a range of projects and programs. You will be responsible for all facets of scope, schedule, and budget for assigned projects utilizing sound Leidos Program Execution guidelines and procedures. In addition, you will leverage your management and leadership experience to support program-wide process improvement, personnel development, operational excellence, and strategic planning initiatives.

Responsibilities include:

  • Plan, execute, manage, and evaluate programs/projects from initiation through delivery and monitor for continuous improvement. Projects are typically related to business development, marketing and outreach, and strategic priority efforts.
  • Set deadlines, assign responsibilities, and summarize the progress of multiple projects. Further demonstrate project management functions, including preparing project, implementation, resource, communication, and funding plans.
  • Analyze business-related data and develop reporting specifications to support business requirements/strategies and demonstrate project success.
  • Influence the development of technical and business solutions that impact strategic project/program goals and business results.
  • Address complex problems that typically impact multiple areas or disciplines.
  • Leverage expert knowledge of industry practices, advanced techniques, and solutions to develop new standards, processes, and solutions.
  • Manage a team of people/project leaders with an organization of up to 10 professionals, providing coaching and guidance.
    • Identify staffing requirements and support talent acquisition (hiring) activities.
    • Identify and promote employee engagement activities to achieve high degree of employee retention and performance.
    • Support the CLIN 01 manager in project, people, and client management activities.
    • Track and report weekly, monthly, quarterly, and annual metrics, and respond to ad-hoc metric requests. Reports can be in the form of dashboards, presentations, or written documents.
    • Ensure team deliverables to the client are of high quality and provided on time.
    • Prepare and administer routine correspondence, memoranda, and related documentation.
    • Execute process and system improvements by working with team and support staff as needed.
    • Coordinate multiple deliverables and assignments concurrently to meet deadlines.

Required Qualifications:

  • Bachelor's degree in a technical field with 8+ years of prior relevant experience, or a Master's degree in a technical field with 6+ years of prior relevant experience.
  • At least 5 years of experience as a project manager, managing programs and contracts of similar scope, type, and complexity.
  • At least 2 years of experience managing and leading people.
  • Experience in technical marketing, capture management, business development, and/or technology commercialization.
  • Strong organizational and communication skills with the ability to coordinate activities at multiple sites and resolve complex issues across multiple sites, both pre-planned and last minute.
  • Strong skills in personnel and financial management, organization, communication, and conflict resolution.
  • Experience managing customer or client expectations in a dynamic, fast-paced environment.
  • Excellent verbal and written communication skills, as this position will require extensive interface with all levels of the federal client and potential collaborative partners.
  • Attention to detail is a must, and an ability to troubleshoot, resolve administrative problems, and quickly respond to inquiries
  • U.S. Citizen
  • Must be able to meet the requirements for gaining access to work on the NETL campus.

Preferred Qualifications:

  • Experience in research and development and technology maturation/commercialization within government organizations and laboratories, preferably within the U.S. Department of Energy or Defense.
  • Understanding of sponsored research and technology commercialization.

Salary Range for this position: $110K to $115K

Pay Range:

Pay Range $87,100.00 - $157,450.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
