Leidos has an opening for a Senior Program Manager in the Edgewood, MD area to lead/manage the sunset and closeout of the Assembled Chemical Weapons Alternatives (ACWA) Systemization, Operations and Closure Support (SOCS) program. The successful candidate will lead/manage the ACWA SOCS program in planning, organizing, securing, managing resources, and provide technical Subject Matter Expert (SME) support to all technical and operational support areas. This support will be in areas such as engineering, materials analysis, operations oversight, systems engineering, evaluation of destruction operations, regulatory compliance and new or emerging technologies as requested by the customer to bring about the successful completion of program goals and objectives and closure of the contract. Duties include ensuring the program runs within scope, time, budget and meets, or exceeds technical quality objectives.

Primary Responsibilities
Implement Leidos processes and procedures to ensure the highest level of support and quality of deliverables. Effectively communicate with senior level customers (ACWA), Leidos executive leadership and direct reports. Assure assigned personnel understand the ACWA SOCS contract requirements, mission objectives and challenges. Manage assigned Leidos and subcontract staff in their execution of PWS requirements and customer support. Influence development of solutions that impact Leidos and customer strategic goals. Recommend and implement new solutions and solve complex problems that drive program success. Responsible for coaching, reviewing and delegating work to team members.
- Lead team in developing new concepts, processes, standards or operational plans in support of the program. Hold cost / budget / P&L accountability.
- Solves difficult and complex problems and issues that require information gathering and analysis to understand the problem with multiple stakeholders.
- Communicates with stakeholders within and outside of the program, which may include external stakeholders.
- Influence program policies, practices and procedures.
- Manages a large team of experienced professionals who exercise latitude and independence in their assignments.
- Provide technical leadership as a subject matter expertise in engineering practices, metallurgical analysis, material compatibility analysis, operations oversight, systems engineering, evaluation of destruction operations, and new or emerging technologies
- Assures all Leidos Human Relations (HR) and Compliance requirements are met
Basic Qualifications
- Bachelor's degree and 8-12 years of prior relevant experience or a Master's degree with 6-10 years of prior relevant experience
- 10+ years of experience supervising or leading teams or projects.
- Ability to obtain and maintain a secret clearance
- Excellent written and verbal communication skills
- 5 years' experience leading teams on similar tasks on Government contracts (value > $5M).
Preferred Qualifications
- 15+ years of experience supervising or leading teams or projects.
- Engineering or Technical degree
- Experience briefing, and interacting with high level (SES / GS-15) government customers
- Project Management Professional (PMP) certification
- Experience with period-specific financial reviews, including inputs to estimate-at-complete (EAC) updates
- Experience with Leidos quality systems
- Experience managing organizational compliance within Leidos policies and procedures
- Provide proactive and effective leadership while engaging multi-discipline teams and responding to business needs
- Proven Experience leading and managing geographically dispersed teams
- Proven ability to provide engineering or technical process improvement recommendations.
- Ability to travel 25% with short notice.
- Demonstrated ability to create partnerships with stakeholders and key functional area leads.
- Experience supporting chemical agent demilitarization facility operations and closure

Pay Range:
Pay Range $126,100.00 - $227,950.00
