Leidos Health & Civil Sector is seeking a highly motivated and experienced Security / Information Technology Manager to join our team. This position supports a government contract supporting military members and their families by providing nurse triage services, self-care advice, and general health inquiries 24 hours a day, 7 days a week. The contract provides customer service and care coordination services to include provider locator support, specified Military Medical Treatment Facility (MTF) appointing services, Active Duty Service Member urgent care referral submissions, and customized MTF transfers to support the MTF's capability. This position is responsible for all IT and communication resources deployed under and for this contract.

Primary Job Responsibilities:

  • Develop and execute IT and communication strategies that align with the contract's goals and objectives.
  • Ensure that technology and communication resources are deployed in a way that supports the contract's scope and requirements.
  • Lead and manage IT and communication teams, including web presence and cybersecurity developers, engineers, and administrators.
  • Oversee the design, implementation, and maintenance of IT systems, networks, hardware, software, and communication platforms required by the contract.
  • Ensure compliance with data privacy regulations and industry standards.
  • Develop and implement strategies for business continuity and disaster recovery, ensuring minimal disruption in case of technology failures or emergencies.
  • Facilitate the adoption of new technologies and processes by providing training and support to contract stakeholders.
  • Manage the transition from legacy systems to new solutions, minimizing disruption.
  • Influence changes and system enhancements to business processes, policies, and infrastructure to deliver the most effective IT services in support of the Medical Telehealth Support Contract.
  • Manage the selection, evaluation, contracting, and integration of externally available hardware, software, and processes to deliver business solutions.
  • Direct and manage the planning, design, development, testing, installation, and maintenance of support systems.
  • Build and lead strong teams through training, diverse assignments, coaching, mentoring, and development techniques.
  • Develop tactical and strategic plans to satisfy technical business needs, including project cost estimates, benefits, justification, and risk assessment.
  • Manage projects, staff, customer expectations, and business priorities to achieve customer and business unit satisfaction.
  • Oversee vendor relationships, manage and plan budgets, track expenses, and direct business process re-engineering for system implementations.
  • Develop and maintain strong relationships with other IT services groups, sharing best practices throughout the organization.

Required Education and Experience:

  • Bachelor's degree in business, communication, IT, social science, or equivalent government or private-sector work experience.
  • Minimum of 5 years of experience with government or private-sector-related information technology, cybersecurity, and/or system integration projects, and recommending solutions to optimize IT systems.
  • Experience managing a team of 20+ full time employees.
  • Experience with and understanding of zero trust architectures, multi-factor authentication, HIPAA compliance, DoD RMF processes, and data protection regulations.
  • Must meet DoD 8570 requirements.
  • Specialized experience providing oversight of projects to ensure that developed solutions meet customer requirements.
  • Experience in implementing appropriate security measures for IT systems.
  • Familiarity with technical integration requirements and interoperability standards for the Medical Telehealth Support Contract.
  • Experience in identifying security risks and recommending solutions to optimize IT systems, including EHRs, telehealth platforms, and/or cybersecurity initiatives.
  • Ability to apply Agile development practices in the delivery of transformational programs as required.
  • Experience with Amazon Web Services (AWS) systems
  • One or more of the following certifications:

- Certified Information Systems Security Professional (CISSP)
- Certified Information Security Manager (CISM)
- GIAC Security Leadership Certification GSLC

  • Must be a U.S. citizen and speak fluent English.
  • Ability to pass a criminal history, fingerprint background checks, and credential review/verification.
  • This position is a remote position and requires a quiet, private, confidential space to work from as well as having access to your own reliable high-speed internet hard wired to your home or apartment (coax or fiber from the Internet Service Provider (ISP) to your home. Using a hot spot from a mobile device (tethering) or wireless ISP is not acceptable.

Pay Range:

Pay Range $101,400.00 - $183,300.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
