Description

Leidos is seeking a Quality Assurance Engineer in support of the Digital Modernization Navy & Marine Corps IT Business Area for the Service Management, Integration and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service. The Quality Assurance Engineer will directly support the Navy & Marine Corps IT Business Area, including all three domains of SMIT, inclusive of MCEN, OCONUS and NMCI.

The Quality Assurance Engineer will be expected to utilize experience to evaluate contract performance based on the measures captured in Service Level CONOPs, the program Quality Control Plan (QCP), the government Quality Assurance Surveillance Plan (QASP), Contract Data Requirements Lists (CDRLs), Service Level Requirements (SLRs) and Key Performance Indicators (KPIs) using various root cause analysis techniques and alternative improvement methods. Additional effort will be needed to support detailed process audits, document nonconformances and establish corrective/preventive actions of the SMIT processes and procedures to ensure compliance, efficiency and effectiveness. This will include auditing and improving processes and procedures to align with ISO 9001, ISO/EIC 20243-1:2018 and ISO 28000:2007. These activities will require extensive auditing experience and Service Information Technology life cycle knowledge.

Primary Responsibilities

  • Coordinate with the contract SLR Manager on implementing and maintaining approved CONOPs on how best to meet contractual obligations.
  • Establish and maintain processes to continually improve the effectiveness of meeting the service level metrics.
  • Provide data analysis including extraction, transformation, loading, and running reports and queries of associated performance data and metrics against applicable service level requirements via a metrics dashboard.
  • Coordinate activities involving service level requirement compliance with the applicable contract requirements, conducting performance audits and reviewing/analyzing data, deliverables, and documentation.
  • Provide management with varying levels of status on all SLR performance related activities and ticket monitoring functions.
  • Ensure that program execution procedures are implemented in accordance with Leidos (EngineeringEdge ® NextGen) and customer requirements (e.g., FAR 52.246-1 High Level Quality Requirements).
  • Ensure program quality standard implementation to acquire and maintain ISO 9001:2015 certifications and CMMI ML3 Service information technology credentials.
  • Ensure value-added audits and evaluations are performed against processes, plans and procedures.
  • Address Internal and External Corrective Action Requests (CAR) and provide a timely, sustained resolution through root cause analysis and preventive measures.
  • Provide the Quality Manager with timely metrics to gauge progress towards quality objectives.
  • Provide guidance to programs on documenting, analyzing and tracking requirement escapes.
  • Perform deep dives to analyze program issues/problems and assist the solution architects and technical staff with immediate containment, corrective and preventive actions and lessons learned.
  • Ensure suppliers and subcontractors have established quality management systems and operate in accordance with program requirements and flow down quality requirements.
  • Assist with improvements to program peer review processes to ensure metric tracking provides value added inputs on trends and areas for improvement.
  • Technical knowledge to review contract deliverables (CDRLs)
  • Support program proposal efforts to include estimation for quality assurance activities
  • Provide inputs to weekly, monthly and quarterly reports as applicable

Basic Qualifications

  • BA/BS in a related discipline with 8+ years of related experience (or MS and 6+ years). Additional experience may be considered in lieu of degree.
  • Must be a US Citizen and have an active DoD Secret Clearance.
  • Knowledge of working development or IT service projects/programs within DoD.
  • 5+ years of process audit experience to include analysis and improvement recommendations.
  • Experience in ISO 9001:2015 and CMMI-SVC Industry Standards and Best Practices.
  • Must be able to obtain and maintain credentials to access military installations.
  • Must be proficient in utilizing Microsoft Office products.
  • Must have exceptional verbal and written communication skills.

Preferred Qualifications

  • Supporting the development of strategic quality approaches for witnessing test execution to ensure requirement satisfaction
  • Conducting analysis, review, and verification of asset management tracking data

Pay Range:

Pay Range $87,100.00 - $157,450.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
