The Project Manager will support the Joint Advertising, Market Research & Studies (JAMRS) contract by overseeing the planning, execution, and successful completion of projects aimed at enhancing military recruitment strategies. Manages and supervises all research teams in an area of expertise. Approves overall approach and plans to projects and resolve elevated client issues. Creates synergies among research teams by synthesizing information from multiple projects and reallocating resources optimally. Delivers presentations and leads client meetings. Identifies areas in which theoretical research may enhance clients' performance and leads efforts to advance understanding in these areas. Coordinate cross-functional teams, manages resources, and ensures that all project deliverables meet quality standards and are delivered on time and within budget.

Location: Remote and JAMRS Headquarters located in the Mark Center in Alexandria, VA

This position is contingent upon contract award.

Key Responsibilities:

Project Planning and Execution:

  • Develop detailed project plans, including timelines, milestones, and resource allocation, to ensure successful project execution.
  • Lead and coordinate project teams, ensuring all members understand their roles and responsibilities.
  • Monitor project progress, identify potential risks, and implement mitigation strategies to keep projects on track.

Stakeholder Management:

  • Serve as the primary point of contact for internal and external stakeholders, including JAMRS leadership, military branches, and subcontractors.
  • Communicate project status, risks, and issues to stakeholders, providing regular updates and reports.
  • Facilitate collaboration and alignment among all stakeholders to achieve project goals.

Resource and Budget Management:

  • Manage project budgets, ensuring that resources are allocated efficiently and effectively.
  • Track project expenditures and ensure adherence to budget constraints.
  • Identify and manage any changes to the project scope, schedule, or budget, obtaining necessary approvals.

Quality Assurance and Reporting:

  • Ensure all project deliverables meet the required quality standards and align with JAMRS objectives.
  • Conduct regular quality reviews and implement corrective actions as needed.
  • Prepare comprehensive project reports, documenting progress, challenges, and outcomes for senior leadership.

Risk Management:

  • Identify potential risks and develop contingency plans to address them.
  • Monitor and manage risks throughout the project lifecycle, adjusting plans as necessary to mitigate impact.
  • Ensure compliance with all relevant regulations, policies, and guidelines.

Team Leadership and Development:

  • Provide leadership and guidance to project team members, fostering a collaborative and productive work environment.
  • Support the professional development of team members through coaching, mentoring, and training opportunities.
  • Conduct performance evaluations and provide constructive feedback to team members.

Required Qualifications:

  • Education: PhD or MA/MS (or equivalent) in Project Management, Business Administration, Marketing, or a related field. PMP certification is preferred.
  • Experience: At least 8 years of professional experience including at least 4 years leading projects and 2 years leading multiple projects simultaneously (advanced degree may be substituted for up to 2 years of experience). Strong background in marketing, advertising, or market research. Experience in military recruitment projects is highly desirable.
  • Skills:

    • Strong project management and organizational skills.
    • Excellent communication and interpersonal abilities.
    • Proficiency in project management software and tools (e.g., MS Project, Trello, or similar).
    • Ability to manage multiple projects simultaneously and meet tight deadlines.
    • Strong problem-solving and decision-making skills.
  • Security Clearance: Must possess or be able to obtain a DoD Common Access Card (CAC) and successfully complete a Federal Bureau of Investigation (FBI) fingerprint check and a National Agency Check with Written Inquiries (NACI) check.

Preferred Qualifications:

  • Experience working with or within the Department of Defense (DoD).
  • Familiarity with the JAMRS program and its objectives.
  • Knowledge of military recruitment processes and advertising strategies.

Pay Range:

Pay Range $122,200.00 - $220,900.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
