The Project Leader will provide strategic leadership and direction for projects under the Joint Advertising, Market Research & Studies (JAMRS) contract. Leads cross-functional teams, driving the successful completion of projects, and ensuring alignment with JAMRS objectives. Responsible for management and supervision of the research team, quality control, review and approval of deliverables and assisting managers and directors in determining the overall approach to a project. Directs the completion of project specific tasks within time frame and budget. Leads project meetings and client presentations. Plays a crucial role in guiding initiatives aimed at improving military recruitment through innovative advertising and market research strategies.

Location: Remote and JAMRS Headquarters located in the Mark Center in Alexandria, VA

This position is contingent upon contract award.

Key Responsibilities:

Project Leadership and Direction:

  • Lead the planning, execution, and delivery of projects, ensuring alignment with JAMRS goals and objectives.
  • Set project priorities, establish clear goals, and ensure team members are focused on achieving project outcomes.
  • Foster a collaborative and motivated team environment, encouraging innovation and excellence.

Strategic Planning and Execution:

  • Develop and implement project plans, including defining scope, objectives, timelines, and resource needs.
  • Oversee the day-to-day operations of project teams, ensuring adherence to timelines and quality standards.
  • Anticipate challenges and proactively address them to keep projects on track.

Stakeholder Engagement and Communication:

  • Act as the primary liaison between JAMRS leadership, military branches, and other key stakeholders.
  • Facilitate regular communication to keep all parties informed of project progress, risks, and outcomes.
  • Present project updates, findings, and recommendations to senior leadership and stakeholders.

Resource Management and Allocation:

  • Ensure the efficient allocation and utilization of project resources, including personnel, budget, and materials.
  • Manage project budgets, monitor expenditures, and ensure projects are delivered within financial constraints.
  • Adjust resource plans as needed to respond to changing project demands or priorities.

Quality Assurance and Compliance:

  • Ensure all project deliverables meet the highest quality standards and comply with relevant regulations and guidelines.
  • Conduct regular quality checks and implement corrective actions as necessary.
  • Maintain documentation and records to support project audits and reviews.

Team Development and Mentorship:

  • Lead, mentor, and develop project team members, providing guidance and support to enhance their skills and performance.
  • Conduct performance evaluations and offer constructive feedback to promote continuous improvement.
  • Encourage professional development opportunities and foster a culture of learning and growth within the team.

Required Qualifications:

  • Education: Bachelor's degree in Project Management, Business Administration, Marketing, or a related field. A Master's degree or PMP certification is preferred.
  • Experience: 5 years of professional experience and experience including at least one year leading projects (advanced degree may be substituted for up to 2 years of experience). Strong background in managing large-scale projects, particularly in marketing, advertising, or market research. Experience in military recruitment projects is highly desirable.
  • Skills:
    • Proven leadership and team management skills.
    • Strong strategic thinking and problem-solving abilities.
    • Excellent communication, negotiation, and interpersonal skills.
    • Proficiency in project management software and tools (e.g., MS Project, Asana, or similar).
    • Ability to manage complex projects with multiple stakeholders and deliver results on time and within budget.
  • Security Clearance: Must possess or be able to obtain a DoD Common Access Card (CAC) and successfully complete a Federal Bureau of Investigation (FBI) fingerprint check and a National Agency Check with Written Inquiries (NACI) check.

Preferred Qualifications:

  • Experience working with or within the Department of Defense (DoD).
  • Familiarity with JAMRS and its objectives.
  • Knowledge of military recruitment processes and advertising strategies.

Pay Range:

Pay Range $101,400.00 - $183,300.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
