Description

The Defense Enclave Services contract seeks to unify the DoD Fourth Estate Defense Agencies and Field Activities' common-use information technology systems, personnel, functions, and program elements under DISA's Fourth Estate Network Optimization program office. This Network Engineer will support a large federal agency's network infrastructure through survey, design, and deployment of structured networks. The role emphasizes maintaining a secure and resilient network environment by leading projects such as new installations, lifecycle replacements, and wireless network installations aligned with TEMPEST, NIST, and commercial standards.

Clearance Requirement

  • Must hold an active Top Secret security clearance (US citizenship required).

Key Responsibilities

  • Travel as needed based on mission requirements, including CONUS and OCONUS locations.
  • Lead network surveys, designs, and installations under the direction of the government.
  • Conduct Site Surveys to assess existing network infrastructures, including compliance with NIST and TEMPEST standards.
  • Install, configure, and test network infrastructure equipment such as switches, firewalls, routers, wireless access points, and controllers.
  • Create detailed Site Survey Reports with recommendations for upgrades and compliance improvements.
  • Troubleshoot and resolve network infrastructure issues on SIPR and NIPR networks.
  • Develop Bills of Material (BOM) to support network design requirements.
  • Perform preventive maintenance and scheduled upgrades, including lifecycle replacements of network components.
  • Report deployment statuses and progress updates to key stakeholders.
  • Plan and execute high-level, hands-on network responsibilities such as configuring:

    • Advanced routing protocols (e.g., BGP, OSPF, EIGRP) to optimize network performance and reliability.
    • Switching technologies including VLANs, spanning tree protocols (STP/RSTP), and trunking to ensure efficient and secure data flow.
  • Implement and manage access control lists (ACLs), Quality of Service (QoS) policies, and network segmentation to maintain a secure network posture.
  • Document network configurations and maintain an up-to-date repository of infrastructure certifications and reports.

Required Qualifications:

  • Bachelor's degree and 8 years of relevant experience; additional years of experience may be substituted for a degree.
  • DOD 8570 IAT II Certification (Sec+ CE or equivalent).
  • In-depth knowledge of ANSI/TIA-568 and ANSI/TIA-569 standards.
  • Familiarity with Protective Distribution Systems (PDS) for classified systems as directed by Security or the Certified TEMPEST Technical Authority (CTTA).
  • Understanding of DISA network topologies and compliance standards.
  • Expertise in using tools such as OTDR, cable testers, and network sniffers for infrastructure certification and troubleshooting.
  • Experience designing network topologies and rack elevations using tools like Visio.
  • Proficiency in configuring and managing Layer 2/Layer 3 devices, implementing IP addressing schemes, and ensuring redundancy through high-availability protocols (e.g., HSRP, VRRP).

Preferred Qualifications:

  • BICSI certification.
  • Knowledge of NTISSI 7003.

Nice to Have

  • Experience working with high-security environments requiring NIST compliance.
  • Familiarity with federal agency-specific protocols and standards.

Pay Range:

Pay Range $89,700.00 - $162,150.00
