Description
We are seeking an experienced Medicaid Testing Lead with expertise in System Integration Platform (SIP) or Operational Data Store (ODS) testing to lead and manage testing efforts for a State Medicaid Enterprise System (MES) Modernization initiative. This role is critical in ensuring the successful validation of data integration, transformation, and reporting capabilities within a modular Medicaid architecture.
This role is primarily telecommute and may require some travel to North Dakota as needed. Candidate MUST:
be a US Citizen or US Person (Green Card Holder) AND be located in the UNITED STATES. Work has to be completed in the US.
The Test Lead will operate within a Testing Center of Excellence (TCOE) framework, collaborating with multiple modular vendors, state agencies, and SIP development teams to ensure compliance with state and federal Medicaid standards. This position requires strong leadership, test strategy development, and hands-on execution of testing activities across multiple test phases, ensuring seamless coordination across all Medicaid modernization modules.

Key Responsibilities:
Lead and manage SIP and ODS testing efforts, ensuring alignment with Medicaid modernization goals and Enterprise Quality Program (EQP) standards.
Develop and execute comprehensive test strategies, plans, and test cases for Functional and Non-Functional Testing, System Integration Testing (SIT), End-to-End (E2E) Testing, Performance Testing, and User Acceptance Testing (UAT).
Design and implement test cases focused on portal user Interface, observability dashboards, REST Application Programming Interface (API), SOAP Web Services Enterprise Service Bus (ESB), data integration, data transformation, data quality, and validation within System Integration Platform.[SS
Design and implement test cases focused on data integration, data transformation, data quality, and validation within Operational Data Store module.
Work with DevOps engineer to configure and implement static and dynamic vulnerability scanning.
Ensure seamless integration of SIP and ODS with Enterprise Service Bus (ESB), Master Data Management (MDM), ETL pipelines, and reporting systems.
Collaborate with MES modular vendors and state stakeholders to align testing activities with federal and state Medicaid requirements.
Establish and implement risk-based testing strategies, including automated regression testing to ensure the stability and performance of SIP and ODS.
Identify, track, and ensure resolution of critical defects before moving to UAT, production, escalating major risks to the State PMO and stakeholders.
Monitor and report on test progress, risks, and quality metrics, ensuring transparency and proactive issue resolution.
Lead UAT efforts with state agencies, ensuring SIP and ODS modules meet business and compliance requirements.
Utilize/configure Azure ADO and JIRA for test planning, test case management and defect tracking.
Mentor and guide junior testers within the TCOE framework, fostering best practices and standard adherence.
Required Qualifications:
Bachelor's degree in Computer Science, Information Systems, or a related field.
10+ years of experience in Medicaid module/systems testing, with a focus on System Integration or Data Integration or Operational Data Store.
Expertise in testing cloud-based Identity and Access Management (IAM), ESB, ETL, MDM, Ad-hoc Reporting, and Medicaid module integration.
Experience leading testing efforts for large-scale Medicaid MMIS modernization projects within a modular Medicaid Enterprise System (MES) framework.
Strong hands-on experience with test automation tools such as Selenium, Playwright, ADO, Jira, and defect tracking systems.
In-depth knowledge of Functional and Non-Functional Testing, SIT, E2E Testing, Performance Testing, Regression Testing, Smoke Testing, and UAT methodologies.
Strong SQL and data validation skills, with experience in ETL job validation, data pipeline testing, and Medicaid reporting outputs validation.
Proven ability to collaborate across multiple vendors and state agencies while operating within a TCOE model.
Excellent leadership, communication, and stakeholder management skills, with the ability to manage multiple testing projects in a fast-paced Medicaid modernization environment.
Preferred Qualifications:
Experience in Medicaid MES modernization projects within a modular architecture framework.
Industry certifications such as ISTQB, CSTE, or equivalent.
Expertise in Medicaid System Integration Platform, ODS, Data Governance, and Cloud-Based Security Practices.

Pay Range:
Pay Range $89,700.00 - $162,150.00
