The Global Supply Chain (GSC) Organization is seeking a Manager to lead the supply chain activities for the Health & Civil Sector's Transportation Solutions portfolio. This portfolio includes domestic and international programs delivering Air Traffic and Flight Management solutions, along with providing engineering and scientific research services for Federal, State, and Local Governments. The portfolio's leadership team (GSC Internal Customers) is based in Gaithersburg, MD, and Leidos Global Headquarters in Reston, VA. While this position allows for teleworking and remote support, travel will be required for in-person engagements with Internal Customers and suppliers.
In this role, you will lead a team of eight Subcontracts Specialists and collaborate with leaders across GSC functions (material purchasing, planning, cost estimating, and supplier alliances) to drive mission success within the portfolio. A key part of the role is partnering with GSC functions outside of the subcontracts team to align cross-functional efforts and ensure seamless supply chain operations. As a subject matter expert in supply chain, you will interface with Internal Customers, junior supply chain personnel, cross-functional leaders, and senior management of suppliers. You will serve as the primary liaison between Internal Customers and the GSC, as well as the primary interface between Internal Customers and subcontractors, managing high-value, complex subcontract agreements. You will also work closely with other functions (e.g., contracts, project control, finance, and growth) to complete necessary portfolio activities.

This role includes leading subcontract activities for new business capture and proposal efforts, focusing on complex subcontracts. You are expected to align subcontract outcomes with program and division objectives while ensuring engagement from GSC functional teams and providing supply chain insights to portfolio leadership. To succeed, you must communicate effectively, manage time, prioritize tasks, and delegate while staying informed on details and progress to ensure successful outcomes.
You will need strong business acumen, sound judgment, and extensive knowledge of federal subcontracting. The ability to provide creative solutions to business and program requirements is critical. Key responsibilities include performing market research, leading proposal activities, managing subcontract awards, handling post-award management, and mitigating complex issues and risks across the portfolio.
As a manager, you will be responsible for driving successful supply chain outcomes while making assignments, setting expectations, holding staff accountable to commitments, overseeing the quality of work, and developing your team to perform at a high level.
Key Responsibilities:
Subcontract Lifecycle Management:
- Lead full lifecycle subcontract management for programs within the portfolio, including proposal support, subcontractor solicitation, price analysis, negotiations, award, administration, and closeout activities.
- Develop strategies for competitions and negotiations, and manage subcontractor and supplier performance.
- Ensure subcontract files comply with contractual requirements, company policies, and acquisition regulations through regular audits.
Cross-functional Collaboration & GSC Partnership:
- Partner with GSC functions outside of the subcontracts team (material purchasing, planning, cost estimating, and supplier alliances) to align efforts and achieve mission success.
- Collaborate with cross-functional leadership to ensure subcontracting activities align with prime contract requirements, financial objectives, and operational goals.
- Resolve procurement issues affecting performance in coordination with operations and other functional areas (e.g., contracts, project control, finance).
Supplier & Risk Management:
- Monitor supplier compliance and performance, including timely delivery of deliverables.
- Resolve supplier performance and quality issues in collaboration with operational leadership.
- Identify and mitigate complex subcontract risks within the portfolio.
Leadership & Team Development:
- Manage a team of procurement professionals, ensuring high-quality execution of day-to-day activities.
- Provide training and mentorship to a team with varied levels of proficiency, conduct performance reviews, and develop top talent.
- Set clear expectations and hold team members accountable for delivering on commitments and achieving goals.
Basic Qualifications:
- U.S. citizenship required.
- Bachelor's degree in a related field and 5+ years of prior relevant experience, or Master's degree with 3+ years of prior relevant experience. Additional years of relevant experience will be considered in lieu of a degree.
- Experience supporting Contractor Purchasing System Reviews (CPSRs).
- Strong background in subcontracting, with an emphasis on negotiation, administration, and performance management.
- Solid knowledge of federal subcontracting, including FAR and DFARS, and effective negotiation techniques.
- Executive presence with strong business acumen and the ability to manage multiple priorities in a fast-paced environment.
- Strong analytical, problem-solving, and communication skills.
Preferred Qualifications:
- Experience with CostPoint Deltek ERP.
- Experience managing international procurements and supporting international programs.
- Professional certifications such as CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or equivalent.
- Ability to engage senior leaders to address challenges and resolve issues.
- Proven experience mentoring and motivating staff to achieve high performance.
- Demonstrated "Can-Do" attitude with strong problem-solving abilities.
- Self-motivated, independent, and solution-oriented.

Pay Range:
Pay Range $87,100.00 - $157,450.00
