The Digital Modernization Sector in Windsor Mill, MD in support of the End User Centric IT Support (ECIS) Contract for Centers for Medicare and Medicaid Services (CMS) is looking to improve and advance the organization. Our program is focused on the delivery of end-user centric IT technology solution to our customer CMS where we are challenged to provide ongoing innovative and seamless experience while using CMS systems, applications and solutions, provide proactive secure development of IT integrations, concepts, and designs across the CMS enterprise and integrate end-user computing devices, conference room technology, infrastructure hardware and software, and user applications into a streamlined and seamless experience across the CMS user base. We foster a positive end-user experience while ensuring protection of the data. The successful candidate will work within an Agile ITIL environment with a large focus on DevOps. The candidate will be a member of the ECIS M365 Engineering Services Team providing Subject Matter Expert support for the M365 Power Platform. You'll play a pivotal role in designing, developing, and delivering cutting-edge software solutions that drive innovation and enhance the user experience across a wide range of Microsoft products and services. Independently develop solutions, approaches, or make recommendations to resolve a wide range of complex or difficult problems for both internal/external customers including vendors. These processes and production requirements often require a flexible work schedule. The Candidate may need to give presentations from time to time and often this entails producing well written technical documents specific to the customer's environment and objectives. The candidate will participate in scrum sprint activities as needed for M365 Power Platform related solutions. Candidate must be able to speak clearly and communicate effectively (both written and verbally) with a customer's technical staff as well as Senior Management. Additional responsibilities will include troubleshooting and working with other technical functional groups i.e., Service Desk, Datacomm, EUA, Security and Engineering Team for all supported technical issues.

Primary Responsibilities

Under the direction of the Development and Engineering Lead, Product Manager, Program Manager and Deputy Program Manager, your responsibilities are, to include, but not limited to:

  • Support the development, deployment and execution of M365 Power Platform services and develop roadmaps and service strategies.
  • Engineer, deploy, and provide sustaining engineering support for our customer program.
  • Collaborate with stakeholders to capture business requirements and translate them into robust Power Platform solutions.
  • Ensuring solutions are scalable, secure, and aligned with business objectives.
  • Defining data models and overall solution architecture.
  • Lead customer workshops to identify pain points and design effective solutions.
  • Develop Canvas Apps and Model-Driven Apps that streamline processes and enhance user experiences.
  • Implement data integrations using Power Automate and Dataverse.
  • Provide technical guidance to junior engineers and project teams.
  • Architect scalable, secure, and maintainable solutions.
  • Stay up-to-date with the latest Power Platform features and best practices.
  • Work closely with other teams to ensure seamless integration and alignment.
  • Champion a collaborative culture, sharing knowledge and fostering innovation.
  • Conduct thorough testing and debugging of Power Platform solutions.
  • Optimize performance, scalability, and reliability.
  • Monitor and troubleshoot issues proactively.
  • Assist in the development of concise and accurate engineering documentation on current and proposed cloud environments including Visio Diagrams, As-Built documents, recommendations for solutions, run books, knowledge guides, and other operations guides.
  • Work with little or no supervision, provide guidance to the team when necessary, and be able to adapt to changing requirements.
  • Participate as required with Agile Scrum sprints and other Agile Ceremonies.
  • Stay abreast of current and emerging technologies, regularly analyzing and evaluating their impact and benefit to the customer by providing recommendations to management

Basic Qualifications

  • Requires BS degree and 12 years of prior relevant experience or Masters with 10 years of prior relevant experience. May possess a Doctorate in technical domain. Additional years of experience may be substituted in lieu of degree.
  • Proficiency in Microsoft Power Apps, including model-driven apps.
  • Experience integrating SharePoint data into Power Apps solutions.
  • Proficiency with Power BI, Dataverse, Dynamics 365, Model-Driven apps and SharePoint API.
  • Ability to work on different domain knowledge from one project to another, prototype quickly, iterate, and adapt.
  • Strong collaboration skills as part of an agile cross-functional team.
  • Ability to design and automate business processes using Power Automate.
  • Familiarity with triggers, actions, and connectors.
  • Experience integrating Power Automate with other services (e.g., SharePoint, Dynamics 365, Azure).
  • Proficiency in creating custom connectors for Power Apps.
  • Experience with complex canvas apps, including custom controls, formulas, and component libraries.
  • Knowledge of delegation and optimization techniques for large datasets.
  • Strong understanding of Power BI data modeling, DAX (Data Analysis Expressions), and Power Query.
  • Experience building interactive reports, dashboards, and paginated reports.
  • Knowledge of Power BI Service administration and security.
  • Understanding of role-based security in Power Platform.
  • Experience implementing data loss prevention (DLP) policies.
  • Knowledge of compliance standards relevant to Power Platform.
  • Familiarity with version control systems for managing Power Platform solutions.
  • Experience with solution packaging, deployment, and environment management.
  • Awareness of Power Platform Center of Excellence (CoE) best practices.
  • Proficiency with the Set up and configure automated deployment pipelines within Power Platform, democratizing ALM for makers, admins, and developers.
  • Experience with CI/CD pipelines, version control, and release management.
  • Strong technical writing and presentation skills with ability to effectively communicate with all levels of customer organization (technical resources, management)
  • Ability to communicate effectively with all leadership levels
  • Ability to resolves complex problems using significant application of technical knowledge, conceptualizing, reasoning and interpretation
  • Ability to obtain a Public Trust clearance

Preferred Qualifications

  • Previous experience working in an agile scrum environment.
  • Previous experience employing DevOps methodologies.
  • Experience with change control principals and ticket with Service Now (SNOW).
  • Understanding of agency Capstone and NARA data retention compliance principles.
  • Experience with design, planning and implementation in environments with 10000+ users.

Must be able to obtain and maintain a public trust clearance.

All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior in order to be considered.

Pay Range:

Pay Range $122,200.00 - $220,900.00
