Description
Leidos is seeking a Lead Supply Chain Engineer (SCE) to support CIO-Services, Leidos' internal IT organization, within the Digital Modernization sector. This role is critical in optimizing IT procurement, managing software assets, and ensuring efficient supply chain processes for enterprise IT services. The SCE will work closely with IT leadership, procurement, finance, IT asset management, and key stakeholders to manage renewals, track existing assets, conduct market research, and drive cost-effective supply chain strategies.
The Lead SCE will report to the Associate Director, Global Supply Chain and work closely with the Program Manager and Material Planners to ensure the review of material requirements for clarity, compliance, detail, completeness, regulatory compliance and obtain additional information considered necessary.

Primary Responsibilities
- Serve as the primary supply chain liaison for the CIO-Services team, ensuring streamlined procurement processes for IT-related materials and services.
- Leads engagements between IT hardware, software, and cloud service providers and technical teams within Leidos.
- Conduct market research to identify cost-effective solutions and strategic suppliers for IT hardware, software, cloud services, and subscriptions.
- Take ownership of procurement and supply chain processes, ensuring compliance with Leidos policies and any applicable federal regulations (FAR/DFARS).
- Manage software renewals and subscriptions, ensuring continued justification, cost optimization, and alignment with business needs.
- Track and analyze existing IT assets to prevent redundant purchases, ensuring awareness of available modules, add-ons, and alternative solutions alongside the IT Asset Management team.
- Implement Software Asset Management tools and best practices to monitor software usage and optimize license allocations.
- Develop a procurement, justification, and management framework for IT purchases, ensuring transparency and accountability.
- Lead cost-saving initiatives, leveraging negotiation skills and supplier engagement strategies to maximize cost avoidance and savings.
- Collaborate with internal stakeholders to support business case development for IT investments and strategic sourcing decisions.
- Support program material acquisition, supplier management, and process improvement initiatives.
Basic Qualifications
- Bachelor's degree in Engineering, Supply Chain Management, Business, IT, or a related field, with 8-12 years of relevant experience or Masters with 6 - 10 years of prior relevant experience.
- Strong experience in IT procurement and supply chain management, particularly in software, cloud services, and IT hardware.
- Knowledge of software asset management, licensing structures, and renewal processes.
- Familiarity with IT procurement best practices, market research methodologies, and supplier negotiations.
- Ability to analyze IT spend data and identify cost reduction opportunities.
- Strong understanding of FAR/DFARS compliance and federal procurement requirements.
- Excellent communication and stakeholder management skills, with experience interfacing with IT executives, finance teams, and procurement.
- Excellent oral and written communication skills.
- Demonstrated experience interfacing across multiple organizations and program levels simultaneously with minimal supervision.
- Basic understanding of creating complex solicitations, supporting proposals, conducting moderate complexity price and cost analysis, negotiating price/cost and price/cost-related terms.
- US Citizenship is required for this position
Preferred Qualifications
- Advanced degree in Supply Chain Management, Business, Engineering or a related field.
- Prior experience in developing and implementing supply chain innovations for large-scale programs.
- Certification in Project Management (PMP, CAPM, or equivalent).
- Experience working in a large enterprise or government contracting environment.
- Knowledge of cloud service providers (AWS, Azure, Google Cloud) and associated licensing models.
- Familiarity with cybersecurity and compliance requirements in IT supply chain management.
- Experience in business process re-engineering related to IT procurement and software asset management.
- Expertise in Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Proven track record of driving cost savings and achieving avoidance targets through negotiation strategies.
- Strong financial acumen with experience managing budgets, forecasting, and cost control.
- Secret Security Clearance or ability to obtain one is required

Pay Range:
Pay Range $89,700.00 - $162,150.00
