Looking for a strategic and hands-on Chief Data Officer (CDO) to lead our data architecture and data management initiatives. Position is located in Reston, VA with some travel to other Sector locations.

The ideal candidate will be a strong leader who has demonstrable experience in leading large and complex data projects, that includes data modernization and transformation efforts. The candidate will be responsible for sector-wide data strategy, technical and procedural aspects of ensuring data quality and protection, bringing in new and innovative methods to automate and streamline data lifecycle. This will also include support to Business Area leaders to grow their current programs and new business opportunities. The candidate will have prior experience with successfully adopting consultative engagement approach to drive business results.

Health and Civil Sector is the largest sector at Leidos with a portfolio that includes Health Solutions, Transportation Solution, Science & Infrastructure Operations, and Managed Health.

This position will report to the Vice President, Capabilities & Integration in Health and Civil Sector.

Primary Responsibilities (Required):
Data Assets: Be accountable for sector's data assets. The CDO will maintain a catalog of all data assets. This catalog will track where copies of each data asset reside, the data usage rules and restrictions associated with the asset (such as allowed uses of commercial data), the projects that rely on the asset, and information about the quality of the data. The CDO will support approval of new uses of the organization's data assets, potentially in consultation with contracts or legal.

Data Quality: Assess the quality and value of potential data assets. The CDO will be responsible for identifying potential data assets to acquire, based on a cost/benefit analysis. Benefits include direct value to an existing client, or an indirect value to win new work.

Data Strategy: Develop sector-wide data strategy. The CDO will meet regularly with account leads to understand client needs and requirements. The CDO will synthesize account-level inputs into a coherent enterprise data strategy. The CDO will communicate that strategy to the accounts, expressing the accounts' needs and align this to the overarching enterprise data strategy.

Data Evangelist: Publicize the sector as a leader in data strategy. The CDO will serve as a speaker at conferences and conventions, demonstrating the sector's deep understanding of data topics and the technology and techniques needed to address complex data challenges. Additional publication media may include white papers, podcasts, and short videos.

Data Team: Build and lead a team of data engineers and strategists. The CDO will include a staff of data architects, engineers, and scientists responsible for developing compelling data driven architectures. The CDO team will become trusted advisors to the accounts to mature their data strategies.

Customer Exchanges: Meet with current and potential customers to demonstrate the company's credentials at solving problems with technically-sound solutions.
New Business Growth: Partner with Business Area CTOs and other leaders to ensure their technology strategy is aligned with the organization's strategic plan and is reflected in the business development plans, along with active participation in ongoing strategic growth campaigns.
Office of Technology Collaboration: Be the catalyst and work with other sectors and Leidos Innovation Center (LInC) to lead with a data driven approach into existing programs. Participate in enterprise governance board as the sector liaison.

Basic Qualifications:
• Masters degree in Math, Science, Engineering with 15+ years of relevant experience'
• Prior technical roles within similar organizations with growing duties and responsibilities.

• Hands-on experience in designing and deploying data architectures for large-scale IT systems for commercial and government customers.

• Proven experience in developing innovative approaches and solutions.

• Strong knowledge of data related standards, technologies, products and competitors.
• Demonstrated experience driving innovation into existing mature businesses.
• Demonstrated experience in anticipating customer needs and technology trends to shape new market entries and drive business growth.
• Knowledge of foundational technologies such as rapid and secure software development, cybersecurity, and Artificial Intelligence/Machine Learning (AI/ML).
• Experience with the design of databases, data warehouses, data marts, data lakes and data mesh.

• Experience leading world class teams and providing direction to technical staff for solution development.
• Large capture and program experience with technical and programmatic leadership.

• Strong oral and written communication skills, along with public speaking skills.
• Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy.
• Ability to mentor, lead, and promote talent.
• Be eligible to obtain public trust clearance.

Preferred Qualifications:
• PhD in Math, Science, Engineering, or related field.

• Active Secret security clearance.

• Experience developing data integration platforms.

• Experience in relationship building that increases market penetration and leads to increased opportunities with new and existing clients.

• Demonstrated ability to effectively collaborate and work with supporting functions and other delivery organizations for win / win results.

Pay Range:

Pay Range $144,300.00 - $260,850.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
