More About the Role:
Leidos is seeking an Enterprise Logistics Manager the Navy Marine Corps Intranet (NMCI) program under the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of NMCI, including cybersecurity services, network operations, service desk, and data transport. This is an exciting opportunity for someone who wants to continue to grow their career and expertise in Logistics Management, Asset Management, and Warehouse Management areas on Leidos' largest Program.

The ideal candidate will have previous experience leading geographically distributed programs and teams, with a focus on IT logistics management and asset management. The ideal candidate will exhibit strong management and communication skills, with the ability to manage competing priorities, and communicate with internal and external stakeholders. The lead will need to exhibit an understanding of IT project management concepts, inclusive of scope, schedule, cost, resource, communication, risk, and stakeholder management.

The Enterprise Logistics Manager will be responsible for the management of a team comprised of approximately 50 geographically dispersed logistics personnel (inclusive of subcontractor personnel) managing government assets and warehouse inventory. Additional responsibilities include the ability to determine measures required to improve and maintain team performance and achieve customer service level requirements. The ideal candidate will also focus on continual service improvement and process automation opportunities. Travel of approximately 25% will be required.

What You'll Get to Do:
• Oversight of maintenance and asset management records of government-owned property.
• Ensuring candidate items are properly marked with Item Unique Identification (IUID) labels and registered with DOD IUID Registry.
• Tracking and management of warranties.
• Management of Transportation of assets.
‒Tracking of assets in transit.
‒Investigating and reporting of lost shipments.
• Oversight and management of Asset Management functions per DODI 5000.64 for more than 150,000 serialized items.
‒Maintaining asset record accuracy for large volume of serialized Government-owned assets against established inventory baseline.
‒Oversight of annual Asset Management Audits.
‒Provides oversight of asset related CDRLs to include the Asset Management Implementation Plan, Asset Audit Reports, annual Status of Government-owned property.
‒Accounting for assets and providing ad hoc reports using various network tools and data management systems.
• Management of Government-owned property per FAR 52.245-1(b): ensuring Government property is accounted for in the Government Procurement Integrated Enterprise Environment (PIEE) property management system.
• Coordination and management of demilitarization and disposal of hardware and software in accordance with government policies and regulations.
• Serving as a mentor in providing guidance associated with logistics and asset management government policies and regulations.
• Development of a geographically dispersed team consisting of Asset Auditors, Reconcilers, Warehousemen, Logistics Specialists, and Training Curriculum Developers.
• Oversight of End User Training services, comprised of computer based-training, electronic classroom, web-based e-learning, and/or in person instructor led training.
• Coordinating efforts with technical leadership to ensure that all scope requirements are met.
• Management of assigned budget and meeting financial performance goals.

You'll Bring These Qualifications:
• Typically requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
• Generally has 4+ years of experience supervising or leading teams or projects.
• US citizenship and currently hold a DoD Secret Security Clearance.
• Combination of strong analysis, planning, organization, and consensus-building abilities with effective resolution, negotiation, and relationship-management skills.
• Strong analysis skills, with the ability to effectively communicate results to leadership and subordinates.
• In-depth knowledge of logistics management processes, and associated government regulations such as: FAR 52.245-1, FAR 52.245-9; DFARS 252.246-7005 and DFARS 252.246-7006.
• Prior experience developing and managing teams.
• Ability to manage service level requirements associated with equipment return and repair.
• Strong analysis skills, with the ability to identify areas of concern and develop corrective actions.
• Prior experience with resource planning, labor category requirements, and requisition development.
• Exhibit leadership qualities required to coordinate and lead meetings to drive progress.
• Prior personnel management experience with the ability to drive successful completion of projects and deliverables.
• Ability to maintain discretion associated with staffing and cost requirements.
• In-depth knowledge of Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management).
• Ability to utilize MS Office Products to develop and maintain program documentation.
• Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment.

These Qualifications Would be Nice to Have:
• Must have ability to communicate on matters of Logistics/Product Support with senior level Government Product Support Manager.
• Prior experience with DoDI 5000.64 Asset Management requirements.
• Prior experience with the development and management of asset inventory systems.
• Experience with the Commercial-Off-The-Shelf life cycle processes.
• Comprehensive understanding of the logistics management processes.

Pay Range:

Pay Range $98,150.00 - $177,425.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
