We are in search of a Deputy Manager (Research Operations) to join our team on the National Energy Technology (NETL) Research Support Services (RSS) Contract. The U.S. Department of Energy's NETL is a multi-disciplinary, scientific, and technical-oriented national laboratory that produces technological solutions for America's energy challenges. From developing processes to decarbonizing the power grid and industrial processes to developing materials for advanced energy systems, NETL research is providing breakthroughs and discoveries that support home-grown energy initiatives, stimulate a growing economy, and improve the health, safety, and security of all Americans. Highly skilled professionals at three NETL research sites - Albany, OR, Morgantown, WV, and Pittsburgh, PA - conduct a broad range of research activities that support DOE's mission to advance the national, economic, and energy security of the United States.

As a core member of the Management Team, you will play a valuable part in supporting and executing a wide range of projects and programs. As the Deputy Manager, you will support an existing team of Project Managers responsible for all facets of Scope, Schedule and Budget utilizing sound Leidos Program Execution guidelines and procedures. We are looking for someone with exceptional communication skills, keen attention to detail, and a strong focus on employees for a role that requires close collaboration with all stakeholders including Leidos and Customers.
Location: This position will be located either in Pittsburgh, PA; Morgantown, WV; or Albany, OR.
Travel: Expect regular travel to Pittsburgh, PA, Morgantown, WV, Albany, OR, Albuquerque, NM and Washington DC.

Primary Responsibilities Include:
- Serve as the Deputy to the Program Manager in providing management and oversight of the day-to-day operational contract as well as assisting the Government lab research leaders to grow the R&D portfolio through building partnerships with industry, government and academia, and the commercialization of technologies to support the NETL Research Portfolio (CLIN2) of 100+ individual projects valued at ~ $45M/year.
- Support the Research Manager, to include the administration and business functions of the research including maintaining awareness of research activities and provide communications between staff and government technical leads.
- Support research operational execution including resourcing and financial aspects of contract deliverables, cost, and schedule to ensure successful achievement of all key performance indicators and commitments.
- Lead program initiatives to identify and promote employee engagement activities to achieve high degree of employee retention and performance.
- Provide operational oversight and coaching to front line leaders, to include mentoring and developing of staff, and talent acquisition and succession planning for the program.
- Lead and support customer and internal meetings, inclusive of agenda development and management.
- Actively engage with functional support teams to ensure customer and Leidos requirements are met.
- Actively engage with Leidos technical organizations to support reach back support as needed for technical execution of research.
- Proactively work with relevant Universities to establish recruiting pathways for key growth areas.
- Work with highly technical teams to report status and assist with other support tasks.
- Effectively communicate and manage assignment progress to meet deadlines.
Required Qualifications:
- Master's degree in a science or engineering field, PhD preferred.
- 15+ years of related work experience in the management, operation, or administration of multi-million dollar research, development, demonstration, or commercial programs, projects, and facilities.
- 10+ years of consecutive experience in managing diverse and integrated work forces (e.g. engineers, scientists, technicians, craftsmen, etc.)
- Demonstrated experience identifying and sourcing highly specialized technical staff and collaborators.
- Demonstrated experience in resource allocation, project costing, deliverable tracking, and schedule and financial data monitoring.
- Experience managing a diverse workforce located at multiple location including Foreign Nationals.
- Demonstrated ability to coordinate activities at multiple sites and resolve complex issues across multiple sites, both pre-planned and last minute.
- Demonstrated ability to successfully manage multiple significant issues and tasks simultaneously, and must be comfortable working in a dynamic, fast-paced environment.
- Demonstrated ability to effectively plan and prioritize tasking and pro-actively take initiative when issues arise.
- Must be able to meet the requirements for gaining access to work on the NETL campus.

Preferred Qualifications:
- PMP certification
- Demonstrated experience managing government Research and Development programs.
- Experience on Site Support Service Contracts and/or a research environment.
Salary Range for this position: $175K to $190K

Pay Range:
Pay Range $122,200.00 - $220,900.00
