The DoD Healthcare Management System Modernization (DHMSM) is looking for a Deputy Chief Engineer (CE) to assist the Chief Engineer (CE) for engineering leadership for continued development, sustainment, and deployment of the Military Health System (MHS) GENESIS system. MHS GENESIS is deployed globally to over 3700 locations at 138 Medical Treatment Facilities (MTFs), serving 190K users, providing 1100+ clinical workflows delivering medical electronic health record (EHR) capabilities for nearly 10M beneficiaries.
WHAT YOU WILL BE DOING
The successful candidate will serve as the Deputy Chief Engineer (CE) assisting the Chief Engineer over the full system lifecycle to include architecture and design, systems engineering, products development, integration, deployment, and sustainment. Duties include leading systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, baseline management, architecture design, integration, system testing, and quality assurance. The Deputy CE will be responsible in managing the overall work effort and products of the engineering team, including leading large subcontractor partners. Additional support to business development and proposal development will also be required at times. Some travel will also be required.

The Deputy Chief Engineer will work closely with the Program Manager, Deputy Program Manager, Chief Engineer, Operations Director, Products Director, Business Operations Director, systems engineering, architecture, product engineering, and test teams to create strategies, plans, and processes for the sustainment and enhancement of MHS GENESIS capabilities.
PRIMARY RESPONSIBILITIES
- Provide chief engineering and system engineering leadership for highly complex system of systems in order to deploy EHR capabilities through functional systems analysis, design, and integration. Advise on complex matters that require expert level knowledge of systems engineering, integration, and test for effective implementation. Provide leadership to design, development, integration, and sustainment (break/fix) of system components and associated interfaces in pre- and post-deployment phases. Provide leadership of technical activities to stabilize system operation and ensure suitable system performance.
- Assist the CE in managing teams to implement EHR capabilities through development and integration lifecycle leadership using formal specifications, data flow diagrams, Model-Based Systems Engineering and other accepted design techniques. Lead teams to estimate system capability improvement or enhancement costs and schedule associated with new EHR capabilities. Review existing system components and assist in making refinements, reducing operating time, and improving current techniques. Review current status of system applications and prepare recommendations for systems improvements and innovations.
- Develop plans and requirements for complex systems related to the EHR systems architecture, networking, telecommunications, automation, communications protocols, risk management/electronic analysis, software, lifecycle management, software development methodologies, and modeling and simulation. Perform functional allocation to identify required tasks and their interrelationships. Identify resources required for each task. Review existing processes and procedures for improvements and provide recommendations to LPDH and DHMSM leadership for execution. Support the implementation of these process and procedure improvements.
- Provide regular executive briefings to Leidos management and with SES level government customers from DOD, VA, and DHA customer organizations, among others.
- Manage integrated product teams (IPTs) and working groups for development, integration, and deployment of MHS GENESIS capabilities.
- Mentor and coach technical staff. Provide recommendations to the Program Manager or Deputy Program Manager about additional junior or mid-level staffing needs of the program.
- Lead innovation in the system engineering process using advanced techniques (including SysML and Model-Based System Engineering (MBSE), etc.)
- Provide Management and oversight experience of engineering processes that include requirements management and system design modeling.
- Provide engineering leadership for developing, maturing, and improving engineering policies and procedures that align to standards and best practices.
WHAT YOU NEED TO SUCCEED
- BS degree and 17 years of prior relevant experience or MS degree and 15 years of prior relevant experience
- US Citizen with an ACTIVE ADP2/IT-II Tier 3 Public Trust (or higher) clearance. Federal government requirement.
- Demonstrated expertise in systems engineering, including requirements analysis and system architecture design.
- Demonstrated experience designing and implementing complex IT solutions in a large-scale enterprise.
- Demonstrated experience in practical application of lifecycle engineering for IT infrastructure.
- Demonstrated experience designing and modernizing complex enterprise networks and legacy IT systems.
- Demonstrated experience applying System Engineering Lifecycle (SELC) processes and best practices.
- Project management experience working with Work Breakdown Structure (WBS), IMS, and work authorizations, also involving significant subcontractor management.
- Understanding of cost and schedule development as well as controls to conduct root cause analysis and identify corrective actions.
- Experience with baseline change control processes.
- Experience with resource/staffing/needs assessment, hiring, and team personnel management.
- Experience setting leadership team expectations and delegating duties appropriately.
- Demonstrated exceptional oral and written communication skills for interfacing with internal (LPDH) and external government customers, stakeholders, senior leaders, and executives.
HOW TO STAND OUT FROM THE CROWD
- Experience with EHR system interface configuration, implementation, and operation
- Experience with Cloud computing (including Multi-cloud and DoD cloud platforms) and Cloud migration of complex systems
- Experience troubleshooting deployed IT systems, including databases
- Experience interpreting and decomposing requirements
- Experience with technical road mapping, to include deployment planning
- Experience with software development methodologies, including testing
- Experience with Agile for COTS integration projects and products
- Experience with DoD Cybersecurity implementations
- Experience managing technical teams (integrated product teams)
- Experience with managing Firm-fixed price (FFP), cost-plus, and earned value technical projects
- Experience in large-scale COTS integration
- Familiarity with DoD Configuration Management and Systems Engineering methodologies
- Experience with Cerner solutions, Dentrix Enterprise, and Rhapsody
- Experience with medical and/or dental record integration or transition
- Experience with GovCloud implementations within the DoD
- Experience with Continuous Integration/Continuous Delivery pipeline architectures
- PMP, ITIL, Scaled Agile (SAFe) knowledge, experience or certifications desirable
- Experience with Oracle Health Solutions, Dentrix Enterprise, and Rhapsody

Pay Range:
Pay Range $148,850.00 - $269,075.00
