Description

Leidos Public Health and Human Services Operation is seeking Daily Operations Technical Manager, contingent upon contract award.

Candidate MUST:

Be local to the Washington DC Metro area and be able to work onsite as needed; be a US Citizen or US Person (Green Card holder) with the ability to obtain a Public Trust level 5 Clearance.

The Operations Technical Manager will support an HHS program modernization of all systems and platforms under development, modernization, and enhancement (DME) tasks.

The Operations Technical Manager shall be responsible for maintaining operational availability, reliability, and security of the center's systems list through the full range of typical O&M services. The center's Operations and Maintenance (O&M) activities focus on routine operations and maintenance support necessary to maintain the confidentiality, integrity, and availability of the Systems.

The Operations Technical Manager will also be responsible for monitoring the contractor's technical progress, including the surveillance and assessment of performance and compliance with all substantive project objectives, performing technical evaluations as required, performing technical inspections and acceptances as required, and reviewing invoices/vouchers. This individual may also be responsible for costs associated with operations, maintenance activities, and maintenance projects needed to sustain the IT asset at the current capability and performance levels, Federal and contracted labor costs, corrective hardware and software maintenance, voice and data communications maintenance and service, and the replacement of broken or obsolete IT equipment, overhead costs, and costs for the disposal of an asset.

Primary Responsibilities

The candidate shall provide subject matter expertise and support including but not limited to the following areas:

• Issue identification, tracking, analysis, and resolution

• Defect identification, tracking, analysis, and resolution

• Code/configuration modification, deployment, and documentation

• Maintenance of tools, specialized configurations, and customizations

• Process automation (e.g., database scripts, scheduled jobs)

• System performance tuning and monitoring

• System/application validation for availability, functionality, and integrity daily and after any OIMT or applied patches or configuration changes to the Development, Test, Pre-Production and Production environments (e.g., operating systems, databases, middleware).

• System outage support and resolution measures

• System monitoring and response

• User identity, credential, and access management

• System user support (Tier 2 and 3) and managing resources to provide continuous support

• Asset management

• Weekly O&M report

• Daily stand-up meeting

Basic Qualifications

• BS degree and 5 years of prior relevant experience supporting an HHS (Health and Human Services) program as a project or operations manager.

• Ability to obtain a Public Trust Clearance

• Demonstrated expertise in operations management and support of multiple systems in a large-scale enterprise

• Demonstrated experience in practical application of lifecycle engineering for IT infrastructure

• Demonstrated experience designing and modernizing complex enterprise networks and legacy IT systems

• Understanding of cost and schedule development as well as controls to conduct root cause analysis and identify corrective actions

• Experience with baseline change control processes • Experience with resource/staffing needs assessment, hiring, and team management

• Experience setting leadership team expectations and delegating duties appropriately

• Demonstrated exceptional oral and written communication skills

• Working experience with Cloud and AI Technologies

Pay Range:

Pay Range $101,400.00 - $183,300.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
