Leidos is hiring an energetic, motivated, innovative individual to be a part of our team supporting Center for Medicare and Medicaid Services (CMS) in Baltimore, MD. The Hybrid-Cloud Delivery Specialist works closely with the Program team, CMS Hybrid Cloud Partners, CMS Hosting Coordinators, and CMS Stakeholders to manage, maintain, and optimize application's performance, durability, and cost to best support CMS and the general public. The Hybrid-Cloud Delivery Specialist will deliver solutions that ultimately ensure that the functions of Medicare, Medicaid, and Marketplace are carried out for the US citizen and contribute to efforts to reduce healthcare costs.

As a Hybrid-Cloud Delivery Specialist, you will play a pivotal role in ensuring Hybrid Cloud Product teams within MiSP to deliver key requirements and maximize flow on key customer initiatives. Your expertise in cloud technologies, agile principles, and devops fundamentals, will enable our customers to leverage cloud solutions and shared services offerings effectively to achieve their business objectives while aligning with CMS enterprise requirements.

You will be the catalyst for solutions that are highly innovative and achieved through research and integration of industry best practices. You will influence development of solutions that impact strategic project/program goals and business results while also leading work of other cloud partners. You will resolve highly complex problems using significant application of technical knowledge, conceptualizing, reasoning and interpretation. You will interact daily with various technical resources across different vendors which are fulfilling technical requirements for the customer.

Your goal will be to work with all stakeholders to help Leidos ensure delivery of high-quality, robust, and scalable solutions with minimal business impact. Lastly and most importantly, you will represent the IUSG Front Office, Managed Infrastructure Service Provider (MiSP), and CMS' various Product Owners when meeting with the Application Development Organizations (ADO). You will help coordinate the identification of opportunities to provide support, modernization, innovation, and other opportunities for their application.

We are seeking a highly skilled and motivated Cloud Delivery Specialist to join our dynamic team. The Cloud Delivery Specialist will be responsible for ensuring the seamless deployment, management, and optimization of cloud-based solutions while working within an Agile project management framework. This role requires a strong understanding of cloud technologies, Agile methodologies, and excellent problem-solving skills to deliver high-quality services to our clients efficiently.

Primary Responsibilities:

  • Client Engagement:
    • Collaborate with clients to understand their cloud and DevOps requirements to provide solutions that align with CMS enterprise standards.
    • Maintain regular communication with customers to manage expectations, gather feedback, present risks, and provide updates on progress.
    • Facilitate Agile ceremonies such as sprint reviews and retrospectives with customers to ensure their needs are met and to drive continuous improvement.
  • Agile Project Management:
    • Work within Agile frameworks such as Scrum or Kanban to manage and deliver cloud projects.
    • Facilitate sprint planning, daily stand-ups, sprint reviews, and retrospectives.
    • Develop and maintain project backlogs, manage user stories, and prioritize tasks in collaboration with Product Owners and stakeholders.
    • Ensure that cloud deployments align with Agile principles, including iterative development, frequent feedback, and incremental delivery.
  • Cloud Work Management:
    • Monitor and manage workloads of the team of engineers supporting cloud/DevOps initiatives
    • Communicate critical and high security findings. Create and communicate the plan for remediation.
    • Communicate to the customer all infrastructure and security changes that happen at the CMS enterprise level.
  • Troubleshooting & Support:
    • Communicate to the customer the diagnosis and solutions to resolve issues related to cloud deployments and infrastructure.
    • Orchestrate timely engineering support for any technical problems that arise.
    • Document and escalate complex issues as needed, utilizing Agile practices to address and resolve issues swiftly.
  • Optimization & Improvement:
    • Continuously identify and communicate opportunities for performance and cost optimization..
    • Stay current with emerging cloud technologies and industry trends to recommend improvements and enhancements.
    • Use Agile feedback loops to refine processes, improve efficiency, and enhance overall service delivery.
  • Documentation & Reporting:
    • Maintain comprehensive documentation of all processes and best practices.
    • Facilitate meetings with the customer that present reports on project status, performance metrics, and recommendations.
    • Ensure that documentation is kept up-to-date and reflective of Agile project changes.

Basic Qualifications:

  • Bachelor's degree or equivalent and 8 years of experience or a Masters and 6 years. Additional years of experience may be substituted in lieu of degree.
  • Agile certification (e.g., Certified Scrum Master, Scaled Agile Framework Product Owner/Product Manager)
  • Experience managing a portfolio of applications
  • Experience successfully working across multiple vendors
  • Experience developing customer success plans
  • Extensive experience with project management tools such as Jira and Confluence
  • Product management experience, specifically in controlling scope of an initiative and delivering Minimal Viable Products (MVP)
  • Experience with facilitating/participating in agile ceremonies
  • Knowledge of the Software Delivery Life Cycle (SDLC).
  • Excellent writing and verbal communication skills.
  • Ability to manage conflict effectively.
  • Ability to adapt and be productive in a fast-paced dynamic environment.
  • Excellent communication and collaboration skills supporting multiple stakeholders and business operations.
  • Ability to work independently and as part of a team.
  • Strong organizational and time management skills.
  • Agile mindset with a focus on iterative development and continuous improvement.

Preferred Qualifications:

  • Project Management Professional (PMP) certification
  • Agile certification (e.g., Certified Scrum Master, Scaled Agile Framework Product Owner/Product Manager)
  • Proven ability to work with challenging customers
  • Experience building backlogs in JIRA, including creation of Epics, Features, User Stories and knowledge of acceptance criteria
  • Security Skills-Knowledge of information assurance compliance and information security basics within CMS.

Required Clearance

  • Ability to obtain and maintain a Public Trust clearance

Pay Range:

Pay Range $87,100.00 - $157,450.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
