Leidos is searching for an energetic, engaging, highly technical individual willing to support the largest IT infrastructure contract at NASA. The successful candidate will serve as the technical lead across all technologies and products included within the Advanced Enterprise Global Information Technology Solutions (AEGIS) Program scope, including: data centers, cloud, networking, cybersecurity, and collaboration services. The Chief Engineer will be tasked with engaging with Sr Technical leadership within Leidos as well as within NASA, and establishing/maintaining a trusted partner relationship with the customer. Managing OEM, vendor and key customer relationships will be critical. The Chief Engineer will have input in and authority on the management and delivery of major services upgrades and projects. The successful candidate should be recognized as a subject matter expert with in-depth knowledge of industry issues and trends. The Chief Engineer will be continuously assessing the operational and functional baseline of our managed systems and services. The role is responsible for contributing to the program governance structure to ensure that adoption of new technologies and/or configurations align with the overall direction of the Agency and ensure that change structure around these new technologies is embraced by the Program and our customer base. Lastly, they will be directly responsible for the development, management, delivery, and day to day maintenance of the technology roadmap, this will assist in improved forward schedule planning for enterprise services, which includes planning for the introduction of tools and services to support new and emerging technologies and requirements.

Primary Responsibilities:

• Perform systems analysis and planning activities to assist NASA (i.e. Agency and Centers) in Strategy Generation to effectively maintain and evolve infrastructure systems.
• Develop white papers, feasibility studies, trend analyses, business cases, hypothetical investigations, benchmarks, standards migration, and pricing.
• Be knowledgeable on contract technical requirements and provide direction to the program team that will result in a technical solution that meets user needs and contract requirements.
• Manage hardware and software design, development, integration, and test as well as deployment and logistics support, as required
• Review and assess the future direction of developments in IT to ensure architectures and management structures evolve to take advantage of new product releases (hardware and software), IT innovations, and advances in technology and to retire technologies that are no longer cost effective to operate and maintain.
• Review, assess, and determine infrastructure impacts of emerging customer requirements and network expansions for both Corporate and Mission networks.
• Develop and document strategic/implementation plans for the services and supporting systems. These plans will establish the direction of change based on evolving technologies and customer requirements for all AEGIS services.
• Assist in the development of the comprehensive Five-Year Integrated Information Technology Plan, considering customer requirements and technology evolution for all AEGIS services.
• Develop and maintain a Five-Year Hardware Lifecycle plan for all hardware that is deployed and supported.
• Operate the associated network technology laboratories for Mission and Corporate networks and other AEGIS labs. This activity shall include asset management, system testing, protocols/standards evaluation, customer requirements documentation, analysis, and technology investigation, as designated/approved by NASA.
• Develop and recommend standards for the implementation and feasibility of incorporating new services across NASA.
• Support NASA in the review of proposed changes to such things as Agency and Center IT Policies, architectures, standards, and procedures and recommend additions, modifications, and deletions as needed to ensure AEGIS contract conformity with NASA Policies.
• Advise the AEGIS program Manager of any adverse impacts to stability, cost, architecture, interoperability, compatibility, or service and recommend mitigation strategies.
• Maintain connection to Digital Modernization CTO organization to bring reach back to other Leidos programs to bear for the AEGIS contract. Engage experts from the CTO and Solutions Architect community to bring the best of Leidos to our NASA customer.
• Support achievement of the program growth goals, through both the shaping and implementation of innovative solutions for the customer and mutually beneficial business/operating model changes.

Basic Qualifications:

• BA degree and 12+ years of prior relevant experience or equivalent years of experience
• Excellent leadership qualities
• Detail Oriented
• Deadline-driven with strong analytical skills
• Strong budgeting and organizational skills
• Experience with managing a large IT organization
• Demonstrated experience in strategic planning
• Demonstrated success building relationships with customers and teammates
• Experience executing development programs in an agile environment
• Developing Estimates to Complete/Estimates at Completion (ETC/EAC)
• Briefing external and internal senior leadership teams on program performance
• Experience in leading teams delivering some of the following technologies:
• Network Solutions (e.g., LAN, WAN, SDA, SD-WAN)
• Data Center Technologies (e.g., Virtualization, Capacity Management, Data Backup)
• Cloud-based Architectures (e.g., AWS, Azure, GCP)
• Collaboration Services (e.g., Conferencing, VoIP)

Preferred Qualifications:

• ITIL Certification
• SAFe® Agile Product Manager / Lean Portfolio Manager
• Project Management Professional (PMP)®
• Experience with NASA

Pay Range:

Pay Range $148,850.00 - $269,075.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
