Leidos is seeking a Business Analyst with practical knowledge and experience for the analysis and evaluation of user business problems and the development of business requirements. The Business Analyst will analyze current and technical processes to formulate and develop new and modified business information processing systems. Duties include coordinating with business and technology teams to ascertain system requirements, such as program functions, output requirements, input data acquisition, execution of user acceptance, and may coordinate testing and the imposition of system controls. The Business Analyst willalso support the user community in the application of functional business tools and support systems.

Primary Responsibilities:
- Create requirements and specifications for business needs.
- Collaborate with team members to collect, analyze, and evaluate information from multiple sources.
- Write and document business requirements, functional requirements, and design specifications.
- Present findings and recommendations to Information Technology developers.
- In collaboration with developers, create test plans, test cases, and test scripts to validate business requirements and test and/or coordinate testing of new installations or upgrades.
- Research system/user problems using various analytical and research techniques within a tax policy context.
- Work to achieve day-to-day objectives with moderate impact on the area/ project team. Works independently on larger, moderately complex projects/assignments.
- May assist other technical staff with tasks and assignments.
- Address somewhat complex technical issues/problems using internal best practices and collaboration with colleagues.
- Develop solutions to technical problems that require depth of technical knowledge, but are typically limited in complexity.
- Communicate with colleagues across multiple areas (project managers, other technical resources, etc.).
- Explain technical solutions, practices, and procedures to others within the organization.
Basic Qualifications:
- BS degree or equivalent experience and 3 or more years experience as a Business Analyst.
- Candidate can fulfill all primary responsibilities stated above.
- Experience with use case development for event-driven applications.
- Experience testing and mapping various business processes and protocols.
- Experience with the IBM mainframe, Linux and Windows servers, and cloud deployments.
- Experience with QSAM file structures.
- Experience with noSQL and SQL databases.
- Experience actively using Microsoft Word, PowerPoint, Excel, Teams, and SharePoint. Experience using Microsoft Visio (or comparable).
- Knowledge and experience in developing requirements based on business needs and for a technical solution.
- Ability to translate and explain business requirements to information technology stakeholders.
- Good interpersonal skills and communication with all levels of the organization.
- Ability to multitask, prioritize, and manage time efficiently.
- Ability to be cleared by the US Government via a Minimum Background Investigation (MBI), prior to start.
Desired Qualifications:
- Current MBI.
- Experience working on projects in the Federal government.
- Experience working in IRS or Treasury.
- Experience working with Agile methodologies and scrum teams.
Clearance Requirements:
- Candidate must be a U.S. Citizen or a Lawful Permanent Resident (Green Card holder) for 3 years and be Federal Tax compliant.

Pay Range:
Pay Range $55,250.00 - $99,875.00
