The Integrated Airborne Solutions (IAS) Division of the Airborne Systems Business Area of Leidos currently has an opening for an Aviation Life Support Equipment (ALSE) Technician supporting the Army National Guard (ANG) Aviation Training Services and Operational Support (ATSOS) program in Annville, PA. Leidos is the prime contractor providing flight training, simulation training, classroom instruction and schoolhouse support activities including the One Army School System (OASS) integration, and Aviation Life Support Equipment (ALSE) maintenance for platforms and simulation devices in use or anticipated to be in use by the Army National Guard.

Leidos is hiring an Aviation Life Support Equipment Technician in direct support of the EAATS schoolhouse. ALSE Technician will provide preventive maintenance, scheduled maintenance and instruction on handling, fit, sizing and storage of flight helmets, communication gear (CSEL), survival vests, medical supplies and hot/cold/over water survival kits and act as the NVG Custodian and shall execute maintenance, repair and testing of Aviator's Night Vision Imaging Systems (ANVIS). This is an exciting opportunity to use your experience supporting the ATSOS program.

THE CHALLENGE (primary responsibilities)

  • Maintain, fit, inspect and repair the HGU-56P helmet assigned to both cadre and students IAW TM 1-1680-377-13&P-1.
  • Conduct 180 day inspection of Flight Helmets, Survival Vests, and Survival Radios IAW TM 1-1680-377-13&P-1.
  • Conduct inventories, order and integrate stock of supplies and equipment necessary to execute ALSE duties.
  • Remove, replace, service, prepare, preserve, inspect, clean, order and store all Aviation Life Support Systems (ALSS) assemblies and components. Contractor shall disassemble, repair, functionally test, diagnostically test, adjust and reassemble ALSS subsystems and components. Contractor shall process ALSS test equipment for calibration and repair shipments when higher level maintenance is required, ref AR 95-1; TC 3-04.72.; TM 1-1680-377-13&P-1.
  • Maintain a publication library that ensures compliance with administrative, maintenance, physical security, and supply regulations/procedures, ref AR 95-1 and DA PAM 738-751. Contractor shall review library semi-annually and request updated publications through the Government for each of the individual publications maintained at each site.
  • Maintain a reference library which contains publications required to effectively manage unit ALSS maintenance management and training programs. Required publications include the following: ARs, TMs, FMs, CTAs, SBs, TOs, NAVAIR publications, TBs, Supply catalogs, Modification work orders (MWOs), and Safety of flight/aviation safety action messages. ref TC 3-04.72.
  • Inspect and maintain seasonal Aircraft Modular Survival System (AMSS) in accordance with TM 1-1680-377-13&P-7.
  • Inspect and maintain Portable Helicopter Oxygen Delivery System for each of the 54 assigned sets of flight issue. Refill oxygen bottles using the Mobile Oxygen Cylinder Recharge Station (MOCRS) and maintain the system at the Operator Level IAWTM 1-1680-377-13&P-5.
  • Maintain forms, records and reports for AATS assigned NVG systems IAW DA PAM 750-8, The Army Maintenance Management System (TAMMS) User's Manual, DA PAM 738-751, Functional User's Manual for the Army Maintenance Management Systems.
  • Ensure that unit personnel are equipped with the appropriate ALSE equipment for the assigned mission, topography, and climate in the area of operations. ref AR 95-1
  • Ensure aircraft are equipped with appropriate survival kits for all aircrew members and operational environments. ref AR 95-1
  • Track and manage the replacement of all survival food and emergency drinking water packets prior to their expiration date. IAW TM 1-1680-377-13&P.
  • Support and prepare mission critical ALSE equipment needed to support state and national emergency missions. Ensure all ALSE equipment will remain serviceable during the entire mission/deployment.
  • Manage and maintain aircrew lockers and ALSE / NVG storage areas. Ensure all common aircrew areas have adequate safety supplies required for aviation operations.
  • Certify and document all MOS, technical proficiency, progression, and sustainment training program for all unit members. ref AR 750-1.
  • Maintain and perform ALSE technician proficiency training. Responsible for maintaining all records on file. ref AR 750-1.
  • Maintain and manage a log of ALSE safety of use messages. ref AR 750-6
  • Create and maintain a filing system adequate to support ALSE operations. ref AR 25-400-2
  • Schedule and perform annual and mandatory ALSE training to unit members. ref TC 3-04.72. Provides initial ALSE training to include fit, wear, care, use, and storage of issued equipment to all unit members and students.
  • Perform inspections and repair of overwater equipment to include special inspections of equipment utilized in dusty and/or saltwater environments.
  • Provide sewing support and repair to ALSE equipment and flight uniforms.
  • Coordinate new equipment acquisitions and legacy equipment turn in / dispositions.
  • Provide ORET training and fielding. Responsible for the safety and inspection of unit member's personal restraint tethers.
  • Maintain and update the log of medical messages (MMQC) applicable for all ALSE equipment stock. ref AR 40-61
  • Responsible for the proper disposal of all expired medical items. ref AR 40-61
  • Inventory and order supplies to include but not limited to: PSGC (personal survival gear carrier), Aircraft First Aid Kit, AMSS (Aircraft Modular Survival System) Kits, HGU-56/P (flight helmet system) and SKRAM (Survival Kit, Ready Access Modular)
  • Ensure bench stock list is kept up to date. ref AR 710-2.
  • Ensure all pyrotechnic items are physically secured and inventoried IAW explosive safety requirements.
  • Maintain hand receipts for shop equipment to include tools, parts or equipment on loan to unit member and students. ref AR 710-2.
  • Perform toolbox inventory before and after shift. Responsible for performing corrosion checks and removal of unserviceable tools. ref DA Pam 385-90, AR 71-32, AR 735-5, AR 710-2 AR 710-2-1, AR 95-20.
  • Perform and record both scheduled and unscheduled maintenance. Record the receipt, operation, maintenance, calibration and modification of non-sensitive and sensitive equipment and tools. ref TC 3-04.72
  • Assist the unit ALSE Officer in preparing for and complying with the Aviation Resource Management (ARMS) inspection.
  • Assist the unit ALSE Officer with improving and rewriting the unit ALSE SOP.
  • Maintain key control inventory. ref TC 3-04.72.
  • Check for safety of use messages (SOU) and performs the necessary steps to comply with SOU messages. ref AR 750-6
  • Coordinate and complete Quarterly Commander's Inspections. ref NGR Supplement to AR 95-1.
  • Coordinate and complete Quarterly Safety Officer Checklist. ref AR 95-1.
  • Coordinate and complete Quarterly Flight Surgeon Checklist ref AR 95-1.
  • Maintain forms, records and reports for AATS assigned Night Vision Goggles (NGVs) systems IAW DA PAM 750-8, The Army Maintenance Management System (TAMMS) User's Manual, DA PAM 738-751, Functional User's Manual for the Army Maintenance Management Systems.
  • Conduct six-month inspections consisting of Preventive Maintenance Checks and Services (PMCS), collimation checks, resolution tests and purging for AATS assigned NVG systems IAW TM 11-5855-313-23&P.
  • Conduct troubleshooting of AATS assigned NVG systems IAW TM 11-5855-313-23&P. Contractor performs unit level maintenance on NMC ANVIS, and completes log sheets and -30's /-15's for 75 NVG's.
  • Perform TI (technical inspector) orders to sign off all maintenance, inspections and paperwork.
  • Required to keep the individual ANVIS historical records updated to reflect recent modifications or updates.
  • Provide a monthly roll-up of all scheduled and unscheduled maintenance, equipment inspections, and inventories completed.
  • Conduct troubleshooting of AATS assigned NVG systems IAW TM 11-5855-313-23&P.
  • Coordinate daily tasks and requirements (examples are work schedules, leaves, etc.) of contract employees to meet AATS missioned training requirements and schoolhouse accreditation as directed by AATS chains of command.
  • Responsible for compliance with appropriate Army, National Guard and AATS policies, procedures and regulations.

WHAT SETS YOU APART (basic qualifications)

  • High School Diploma with 3 years' of applicable experience or Bachelors' Degree with 1 year of experience.
  • ALSE maintenance personnel will be graduates of the U.S. Air Force C3AABR92230-000, U.S. Navy LSE C-602-2010, U.S. Army 860-ASIQ2, or other courses of instruction approved by USAACE IAW AR 95-1.
  • Must attain NVG repairer certification within 6 months of being hired and maintain annual NVG repair certification at a TASMG or from an AATS NVG trainer for NVG repair.
  • Ability to obtain and maintain a Secret clearance.

Preferred Qualifications

  • Proficient in Microsoft Office Suite Products.
  • Previous ALSE and NVG experience at EAATS, HAATS, WAATS or U.S. Army Aviation Training Center.

Pay Range:

Pay Range $44,200.00 - $79,900.00
