Description

Leidos is seeking a Proposal Governance Lead for the AEGIS Program, responsible for the timely development and submission of high quality, compelling, and compliant responses to NASA on this high volume IDIQ contract. This position works with a matrixed team of leaders to ensure on-contract proposals are delivered on time through NASA's iSite system, while still complying with all Leidos Governance requirements.
The location for this position is to be at one of our main NASA Centers.

Duties include but are not limited to:

• Design and implement efficient proposal operations for both Cost Plus and FFP Task Order (Work Package) submissions, tracking and ensuring smooth movement of the pipeline through the iSite process, as well as instilling quality reviews and gate checks at the appropriate stages.

• Works closely with senior program leaders to plan resources needed to optimally and effectively support program growth pipeline.
• Tracks proposal development status across the program to provide surge support when needed and recommends remediation actions to ensure timely, compliant, and compelling responses.
• Provides oversight of proposal process including subcontractor contributions.
• Effectively communicates with technical leads on team to ensure on time and complete proposal submissions.
• Identifies, sources, and incorporates process improvements.

Candidates must have the following qualifications:

• BA/BS plus 8 years of relevant experience or master's degree with 6 years of experience.
• Experience with proposal writing or proposal management.
• Demonstrated experience developing and applying proposal management tools including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, BAR reviews.
• Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgement in decision-making.
• Experience with horizontal influencing and coaching and/or mentoring content leads.
• Demonstrated ability to lead and interact effectively with other leaders.

Desired Qualifications:

• Familiarity with FAR based acquisition requirements and processes.
• Relevant experience outside of proposal management (e.g., project management, capture management, account management)
• Experience supporting NASA customers.
• Experience managing a matrixed team of diverse individuals with various skills.

Pay Range:

Pay Range $104,650.00 - $189,175.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
