Job Summary

Reporting to the Senior Director, Licensing, the Siting Manager will provide licensing support of the Kairos Power fluoride salt-cooled, high-temperature reactor (KP-FHR) development with a primary focus on site- and siting-related licensing activities. These activities include regulatory support for deployment of Hermes and Hermes 2 reactors in Oak Ridge, TN; development and execution of strategies for siting multiple facilities; leading site characterization activities; and creating environmental reports, emergency planning, security documentation.

This role works in closely with Technology Development staff to ensure regulatory requirements are identified and implemented in accordance with Kairos licensing strategy; with Business Development, Finance, and Strategy teams in support of commercial deployment strategies; and with Communications and Government Affairs staff in support of community engagement.  The Siting Manager will also coordinate resources for regulatory submittals, including license applications and topical reports, and supports development and execution of the KP-FHR licensing strategy as well as pre-application interactions with the USNRC.

Responsibilities

  • Provide site-related licensing support for construction and operation of Hermes and Hermes 2 reactors in Oak Ridge, TN.
  • Establish and execute Kairos strategies for multiple site selection, characterization, and licensing.
  • Lead administration for site negotiation and selection/characterization contractor(s).
  • Coordinate with Licensing leadership on identification of regulatory pathways, framework development, and execution.
  • Develop licensing products, such as environmental reports, safety analysis reports, topical reports, including planning, preparation, and defense with the regulatory reviewers.
  • Collaborate with cross- disciplinary teams for licensing-related activities in support of licensing documents development.
  • Support pre- and post-application meeting interactions with the USNRC, including support of regulatory compliance and inspection activities.
  • Resolve strategic licensing topics, such as licensing basis development, site characterization, security, and emergency planning.
  • Lead and influence cross-functional teams to drive strategic siting initiatives, ensuring alignment with organizational goals and licensing strategies.
  • Other duties as assigned

Qualifications

  • Bachelor’s of Science degree in Mechanical, Chemical, Civil, or Nuclear Engineering, or related field required.
  • Master’s of Science degree in Mechanical, Chemical, Civil, or Nuclear Engineering or related field preferred.
  • Proven track record of nuclear licensing leadership and delivery with at least 5 years implementation experience.
  • Extensive experience in nuclear licensing and/or nuclear systems design, with strong understanding of evaluation, design, and licensing of a new technology.
  • Proven expertise in nuclear licensing across all stages, including system architecture, requirements identification, design implementation, integration, and verification/validation.
  • Entrepreneurial, flexible, collaborative mindset with strong alignment to the Kairos Power mission.
  • Demonstrated coordination skills including advisory, relationship, and stakeholder management skills fit to handle a small / start-up environment; demonstrated ability to earn the trust of team members and management.
  • Results-driven, action-oriented, accountable, with a focus on driving results and meeting design milestones.
  • Effective team player with excellent verbal, written communication/presentation, and interpersonal skills; capable of engaging at all levels of the organization.
  • Experience in new nuclear development licensing and/or fuel cycle licensing with an emphasis on siting related licensing activities including environmental reports, emergency planning, security.
  • Experience with NEPA environmental reports and site permitting. Ability to pass background checks (including FBI check) for access to Safeguards Information.
  • Ability to work with highly collaborative team

Physical Conditions

  • Ascending or descending ladders, stairs, scaffolding, ramps, scissor lifts, articulated boom lifts and the like, as well as natural terrain as part of site characterization
  • Moving self in different positions to accomplish tasks in various environments including tight and confined spaces
  • Remaining in a stationary position, often standing, or sitting for prolonged periods
  • Moving about to accomplish tasks or moving from one worksite to another
  • Adjusting, moving, transporting, installing, positioning, or removing objects up to 30 pounds in all directions

  • Repetitive assembly operations of manufacturing test fixtures and test setups in collaboration with engineering and manufacturing teams

  • Color identification: detecting, distinguishing, recognizing, and identifying colors
  • Wearing proper PPE, to include face mask, face shields, gloves, safety shoes, insect repellant
  • Handling of radiological materials

Travel

  • Some travel may be required, up to 20%

  • Occasionally requires extended hours to support launch and critical project timelines
