The Head of Data & Development Operations is responsible for the establishment and execution of a Development Operations (DevOps) capability for R&D Quality and the establishment and execution of a Data Operations strategy and capability that encompasses all functions of R&D Quality including data and strategy linkages to R&D, Supply Chain, and Tech Ops & Risk. The focus of the DevOps capability is to create a streamlined and cost-effective way for R&D Quality to lead both Support & Maintenance for our Data & Digital tools and apps and an associated development capability that allows us to upgrade and enhance these tools as needed but, in a cost-effective manner, carefully leads our technical debt over time. The focus for the Data capability is to maintain an ability to deliver critical compliance data, both to our Digital tools and apps and in report form, and also to create a harmonized and cost-effective capability across R&D Quality functions, aligned with enterprise strategies, and improving leverage of the data environments outside of R&D Quality. In summary, this position on the Quality Analytics leadership team is responsible for How we deliver Data & Digital tools with budget management and partner technology leverage and alignment as key drivers.

Principal responsibilities:

  • Implement and lead a DevOps capability that allows R&D Quality to consolidate Support and Maintenance with ongoing development across R&D Quality functions for Digital tools and Apps.
  • Implement this DevOps capability such that Support resources are not idle when there is no support issue, but can quickly adjust via agile methodology to developments that make valuable contributions for R&D Quality.
  • Optimize cost by leading the consolidation of DevOps across R&D Quality and targeting technologies that are inexpensive to maintain over time.
  • Implement and lead a data strategy for all of R&D Quality that improves leverage of company data environments, while maintaining the core ability to meet critical data needs of R&D Quality.
  • Bring together the various data engineering approaches in place across R&D Quality to create a harmonized and cost-effective way of working.
  • Serve as primary Technology Influencer in R&D Quality for any Data need or requirement.
  • Create a coordinated, efficient, and integrated data delivery mechanism from data sourcing through final downstream delivery.
  • Partner with key data/system functions across R&D and the Enterprise.
  • Anticipate business needs and grow data and development capabilities ahead of industry trends.
  • Provides strategic leadership and coaching of staff in the execution of their functions. Attract, develop and lead a high performing, global and diverse team to support R&D Quality. This team will be composed of internal FTE and contract resources.

Additional responsibilities

  • Provide strategic leadership, coaching and mentoring of staff in the execution of their business activities.
  • Work with R&D Quality, Quality Analytics leadership team to set strategy develop talent and complete succession planning.
  • Lead or support R&D Quality initiatives, meetings etc. as assigned by the R&D Quality leadership.

This leader will be responsible for making decisions regarding business issues, strategic support and organizational development, as required by business priority and organizational growth. The scope is across various R&D functions, segments and specifically R&D Quality, and requires significant collaboration, alignment, and influencing.

This leader will act independently and with high impact to get results and lead in organizational performance. They will seek guidance only as needed on new assignments and understand prioritization related to activities. They will develop and implement strategies related to job description core areas.

The leader is expected to lead and be proactive in setting priorities to achieve R&D Quality goals and objectives.

Reporting relationships:

This position reports to the Head of Quality Analytics in R&D Quality.

This leader will lead a global, diverse team of professionals across US and Europe. Experience managing staff, as well as developing future quality leaders and building an organizational culture, is required.

Working relationships:

This leader must be able to effectively operate in a matrix environment and influence and interact with senior enterprise leaders and functional leaders on a regular basis. The ability to combine business needs with functional objectives is required. This leader will represent the global R&D Quality organization at a senior leadership level. They will have contact with individual employees and all levels of management and peers within all segments of J&J, including Information Technology, Medical Safety, Regulatory, R&D and clinical operational organizations, therapeutic areas, finance, law, supply chain and commercial organizations.

Principal Relationships Outside the Companies

This leader may interact, as appropriate, with quality, R&D, and medical safety professionals in third-party organizations, marketing partners, and health authority officials as needed. They will create business relationships with industry peers.

Qualifications

Knowledge, education, experience, communication skill requirements:

Excellent organizational, analytical, strategic, interpersonal, written and oral skills required. Self-motivated and flexible with the ability to work effectively in a dynamic, problem-solving environment. Demonstrated strength in influencing and negotiation skills and ability to communicate effectively at all levels of the organization. Ability to perform in a team and matrix organization, as well as adapt to a dynamic environment. Demonstrated competencies: include industriousness, self-awareness, adaptability, attention to detail, and a high capacity for teamwork. Strong personal leadership with demonstrated competency working with senior leaders, strong networking and relationship building skills and a proven track record of leading and developing people.

Education:

A minimum of a Bachelor's or equivalent University degree is required with a focus in Science, Business, or Computer Science / Technology or equivalent preferred.

Required:

  • A minimum of 10 years of experience in a medium to large scale matrix quality organization (operational quality and/or quality assurance) or equivalent time and experience in a related R&D.
  • Expert knowledge of quality and risk management terminology and proficient knowledge of scientific terminology
  • Experience working with senior leaders/leadership teams.
  • Excellent knowledge of English.
  • Exceptional written and verbal communications skills
  • Strong personal leadership with demonstrated competency working with senior leaders
  • Strong networking and relationship building skills
  • A proven track record of leading and developing diverse talent in an innovative environment

Preferred:

  • Thorough knowledge of the pre-clinical and clinical drug development process.
  • Working knowledge in either GCP, GLP and/or PV regulations governing clinical development activities
  • Experience with Business Intelligence and visualization tools

Other:

  • This position may require up to 25% domestic & international travel.
  • The anticipated base pay range for this position is $146- 251,850 USD$

The Company maintains highly competitive, performance-based compensation programs. Under current guidelines, this position is eligible for an annual performance bonus in accordance with the terms of the applicable plan. The annual performance bonus is a cash bonus intended to provide an incentive to achieve annual targeted results by rewarding for individual and the corporation's performance over a calendar/performance year. Bonuses are awarded at the Company's discretion on an individual basis. This position is also eligible for Long Term Incentives.
