Position Description (scope of work or brief narrative):

The Subject Matter Expert (SME) for the Business Licensing and Permitting Solution will offer extensive knowledge in business licensing, permitting, and regulatory compliance to aid in the development and implementation of a comprehensive software solution for state and local government agencies. This position will serve as a liaison between technical development teams and government stakeholders, ensuring the solution accurately represents real-world business processes, regulatory requirements, and user needs.

  • Minimum 5 years of experience in business licensing and permitting within state or local government agencies.

Domain Expertise:
  • Provide in-depth knowledge of business licensing and permitting processes, regulations, and best practices across various state and local government agencies.
  • Stay abreast of evolving regulatory changes and industry trends related to licensing and permitting.
  • Analyze and interpret complex regulatory requirements and translate them into functional specifications.
Requirements Gathering and Analysis
  • Collaborate with government stakeholders to gather and document detailed business requirements.
  • Conduct workshops, interviews, and surveys to understand user needs and workflows.
  • Analyze existing business processes and identify areas for improvement and automation.
  • Develop and maintain comprehensive business requirements documents, use cases, and user stories.
Solution Design and Validation:
  • Work closely with development teams to ensure the solution design aligns with business requirements and regulatory standards.
  • Guide data modeling, workflow design, and user interface design.
  • Participate in solution validation and testing to ensure the solution meets functional and non-functional requirements.
  • Review and validate system documentation, including user manuals and training materials.
Stakeholder Communication and Collaboration:
  • Act as a liaison between government stakeholders and the development team.
  • Provide clear and concise communication to all stakeholders regarding project progress and requirements.
  • Facilitate stakeholder meetings, presentations, and product demos.
  • Address stakeholder concerns and provide expert guidance.
Training and Support:
  • Assist in the development and delivery of training materials.
  • Assist in post-implementation support and troubleshooting assistance.
  • Assist in the development of knowledge base articles and FAQs.
Compliance and Security
  • Ensure that the solution adheres to all relevant regulatory compliance and business needs.
  • Assist in the development and implementation of security protocols and procedures.

Educational Requirements:
  • A Bachelor's Degree in Engineering or a foreign equivalent is required from an accredited institution. Will also consider three years of progressive, relevant work experience instead of every year of education.

The job entails sitting and working at a computer for extended periods. Should be able to communicate by telephone, email, or face-to-face. Travel may be required as per the job requirements.
