Your Role and Responsibilities
We are seeking an experienced Payroll Operations Manager to lead payroll operations within a federal consulting environment. This role will manage complex payroll processes, ensure compliance with federal regulations, and drive continuous improvements to enhance service delivery. The ideal candidate will have a deep understanding of federal payroll systems, operational excellence, and team leadership, with a proven ability to work in a consulting environment. As a Payroll Operations Manager you will be responsible for the implementation, delivery and direct all aspects of Payroll Operations for federal agencies . This role will include oversight over implementation, testing and our O&M support team, aligning to industry best practices for Payroll processes and procedures, and the enforcement of the overall governance model for payroll operations. You will design short term and long-term strategies for continuous improvement in supporting operations for our agencies.
Required Technical and Professional Expertise
- Proven leadership experience managing teams in a consulting or service-oriented environment.
- Experience leading medium to large sized projects of moderate or greater complexity, involving multiple customer stakeholders and a distributed, cross-functional team
- Demonstrated experience managing large-scale HR or shared services projects
- Excellent customer relationship management skills including effective oral and written communications
- Strong analytical and problem-solving skills
- Engage with client stakeholders and customers to determine appropriate process improvements, 10+ years
- Capacity and willingness to learn complex business rules and apply them to system processes and support, 10+ years
- Lead payroll operations center
- Agile management experience
- Federal HR and talent transformation expertise
- Development of business case and multi-year strategy improvement roadmaps
- Experience in implementing large scale payroll transformation projects from end-to-end (requirements gathering to post implementation)
Preferred Technical and Professional Expertise
- Project Management Professional (PMP) Certification
- Knowledge of compliance and regulatory requirements, particularly in government or public sector environments.
- Familiarity with standards like Section 508 accessibility compliance and data privacy regulations
- Expertise in payroll systems like Workday, PeopleSoft, or SAP, and experience with cloud-based technologies.
- Experience working in a matrixed organization, handling complex client engagements.
