Your role and responsibilities

Our Contracts and Negotiation service line has an excellent opportunity for a federal government contract professional to join a team of trusted advisors to IBM's federal leaders. The Contract Manager will serve as a business advisor to our federal commercial Federal System Advisor (FSI) ecosystem business providing advice and counsel selling IBM products and services to clients.

Responsibilities include:

  • Contractual advisor during the contract lifecycle, to include pre-award (NDAs and teaming agreements, RFP/RFQ reviews, development of proposal responses and negotiation strategies), and post award contract administration
  • Lead the development and negotiation of terms & conditions
  • Create well-structured deals that meet IBM's financial/client goals
  • Serve as focal point interacting with client contracting officials throughout the contract lifecycle
  • Advising clients on the optimal way to structure transactions within IBM's delivery framework and identify key deal points which affect revenue recognition; key elements require modifying customer documents & standard agreements, drafting agreements and engaging in direct negotiations with customers
  • Stay updated on changes in federal procurement regulations and policies.

Required education

High School Diploma/GED

Preferred education

Bachelor's Degree

Required technical and professional expertise

Extensive experience with Federal contracting including working in the Federal sector in pre-award and post award contract phases

Additional Skills:

• Understanding and knowledge of federal procurement regulations, process and practices

• Working knowledge of Federal Acquisition Regulations (FAR) and DFAR to include Cost Accounting Standards (CAS) and working with various contract types

• Working knowledge of FAR Part 12 concepts

• Experience with all contract types with emphasis on (include as appropriate: Time & Material, FFP LOE, Firm Fixed Price contracts)

• Negotiation experience in the federal/public service sector environment

• Working knowledge of commercial contracting principles and terms & conditions

• Excellent analytical skills and the ability to apply in contractual and business situations

• Ability to develop strong relationships

• Strong drafting, and effective communication, skills in all formats

• Exceptional analytical, organizational, and problem-solving skills.

• Detail-oriented with the ability to work under pressure and meet deadlines.

Preferred technical and professional experience

  • Strong negotiation skills in the Federal environment
  • Commercial contracting techniques
  • Valid security clearance (e.g., Secret or higher), which may be required depending on the specifics of the organization and its projects.

For part time roles, your compensation and benefits will be adjusted to reflect your hours. Benefits may be pro-rated for those who start working during the calendar year.
