Our division prevents, detects and mitigates compliance, regulatory and reputational risk across the firm and helps to strengthen the firm's culture of compliance. Compliance accomplishes these through the firm's enterprise-wide compliance risk management program. As an independent control function and part of the firm's second line of defense, Compliance assesses the firm's compliance, regulatory and reputational risk; monitors for compliance with new or amended laws, rules and regulations; designs and implements controls, policies, procedures and training; conducts independent testing; investigates, surveils and monitors for compliance risks and breaches; and leads the firm's responses to regulatory examinations, audits and inquiries. You'll be part of a team with members from a wide range of academic and professional backgrounds, such as law, accounting, sales, and trading. BUSINESS UNIT AND ROLE OVERVIEW
Financial Crime Compliance ("FCC") has primary responsibility for the execution of the firm's enterprise-wide Anti-Money Laundering ("AML"), anti-bribery, and government sanctions compliance programs and, among other things, performs enhanced due diligence and government sanctions screening, as well as surveillance and investigations designed to identify potential terrorist financing, money laundering, bribery, market abuse, or other suspicious activity.
Goldman Sachs Bank USA (the "Bank") is a New York State-chartered bank and a member of the Federal Reserve System. All of the firm's revenue divisions conduct business in the Bank. Bank activities include the acceptance of client, customer and brokered deposits; the origination of bank loans and mortgage loans; entering into interest rate, credit, currency, and other derivatives; and agency lending. The Bank facilitates client transactions and makes markets in fixed income products.
OPPORTUNITY
FCC is seeking an individual to join its FCC Transaction Banking team to assist in the Anti-Money Laundering Analytics program with project management, model validation, management information reporting and AML system integration to effectively fight financial crime. S/he will be working with cross-divisional partners, including technology, operations, and business personnel through all aspects of management, validation and integration of the critical transaction monitoring program, including but not limited to the following:
- Program Development and Maintenance: Works with Management to develop, implement, and maintain the BSA/AML and CFT programs, including policies, procedures, and controls, in accordance with federal and state laws and regulations. Your role includes drafting and revising procedures as needed.
- Compliance Monitoring: Oversee the monitoring and testing of BSA/AML and CFT controls, providing guidance on compliance issues to relevant teams, and ensuring that procedures are consistently upheld.
- Oversee multiple programs concurrently managing and sequencing the delivery of intent, requirements, and execution against the strategy.
- Promote strategic vision and execute tactical operations to implement overarching FCC coverage assessment and risk management programs.
- Documentation and Recordkeeping:
- Maintain comprehensive records of AML and CFT activities, investigations, and program documentation.
- Develop governance documentation related to implementation, optimization, segmentation, and validation for AML transaction monitoring to ensure a comprehensive audit trail is maintained.
- Track and report results of implementation and analytical team activities and model performance to senior management
- Build and maintain effective partnerships with the business and teams across the company like Technology, Data, Compliance and Audit among others
- Working with Investigation team to identify the issues and spin projects to optimize the surveillances.
The successful candidate will have strong management and analytical skills, the ability to collaborate with others, manage workflows and multi-task. The team member is expected to quickly gain an understanding of the firm's growing global transaction banking businesses, and the rules and regulations under which the Bank operates.
The role is open to start immediately.
Basic Qualifications
- Bachelor's degree in Economics, Computer Science, Management of Information Systems or related field
- 3+ years of prior experience in a management or technical role in Financial Crimes Compliance managing multiple projects and initiatives at an international financial services organization
- Knowledge of latest AML transaction monitoring technology tools, trends and understanding of AML and terrorist financing trends and typologies
- Experience of working on AML Transaction Monitoring product optimization such as Actimize and Mantas; preferably modern transaction monitoring systems leveraging machine learning algorithms for detection
- Excellent organization and project management skills - ability to execute and manage projects independently is extremely important.
- Excellent written and verbal communication skills to confidently interact across the organization and with enterprise stakeholders.
- Advanced knowledge of multiple IT control and project management practices and experience working across large environments
Preferred Qualifications
- Experience with transaction monitoring compliance technology applications such as NICE Actimize, Mantas etc.
- At least 5 years of Risk Management experience in the Financial Services industry
- Experience and understanding of Global Payments and Corporate Banking business.
- ACAMS certification
