Job Description Summary
The GE Power Conversion Sourcing Process Compliance Leader reports to the GE PC Sr. Leader Contract Management and works closely with the rest of the GE PC Sourcing Organization. They ensure that US Government FAR/DFARS clauses and other regulations are respected for all direct, indirect and site service-related procurement throughout the life of each project the region undertakes. In-depth understanding of key business drivers; using this understanding to accomplish own work. In-depth understanding of how work of own team integrates with other teams and contributes to the area.
Job Description
Roles and Responsibilities
- Own the USG Sourcing Process and ensure that it is updated to meet changing customer requirements
- Ensure compliance with Sourcing processes for all US Government projects
- Ensure proper training and communication on compliance to GE PC Sourcing and procurement team
- Maintain Supplier Database tracking socio-economic status, FOCI, and other vendor information for govt reporting purposes
- Regulatory reporting to the Government: FFATA, Service Contract, Small Business
- Maintain Annual Subcontractor Reps & Certs
- Review Sourcing Govt clauses in compliance matrix in preparation of RFP responses (Domestic Preference, Telecommunications, Specialty Metals, Trade Agreements, Conflict Minerals, SBSP's, Commerciality, etc.)
- Create Draft and Final Govt Subcontractor Flowdown Packages; Revisions to Govt Subcontractor Flowdowns and distribute to Buyers; Negotiate flowed down T&C's with suppliers
- Own Small Business Subcontracting Program, including: prepare and track Individual Small Business Subcontracting Plans, quarterly meetings with functional stakeholders, report yearly SBSP performance to Leadership
- Audit processes to ensure compliance and quality control
- Escalate issues and findings through the appropriate channels
- Act as advocate for US Government Project needs and requirement during the launch of global sourcing initiatives and strategies

Required Qualifications
- Bachelor's degree from an accredited university or college (or a high school diploma / GED with at least 6 years of experience in sourcing and procurement.)
- Minimum of 3 years of experience in contract negotiation
Desired Characteristics
- Proven track record in sourcing for US Government projects
- Good understanding of lean principles and how to apply them
- The ability to apply change management principles
- Strong oral and written communication skills.
- Demonstrated ability to analyze and resolve problems.
- Ability to document, plan, market, and execute programs.
- Established project management skills
This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.
