Job Description Summary
An O&M Team Leader will ensure that projects receive resources in accordance with the continuously updated manpower planning by site management. Active participation in execution and in manpower planning for the projects is required to determine likely changes in demand, based on project evolution. Unplanned manpower requests resulting from unexpected events must also be managed. You will also ensure the overall management required for O&M business functional, safe, reliable plants operation from the start of commissioning through the official dispatch day until full handover to client. Particularly, to manage the set up and execution of O&M process, spare parts & consumables and etc.

Job Description
Roles and Responsibilities
- Involves in the O&M site operation review, identify the competencies required for the site execution, select and nominate the personnel, initiate the on-boarding, mentor his site resources with regular contact with the site, identify deviation and propose action plan.
- Timely nomination of resources to active projects, suits the mission demands, team fit, experience and training
- Hires agency to be carefully assessed when necessary and after suitable interviews and evaluations.
- Initiate on-boarding workflow communicate to project PCCM resource nomination and populate / update resource planning tool P6
- Properly prepare field staff prior to mission deployment through preparation check lists and briefing of expectations for the mission and main priorities and targets
- Ensure continuous improvement, Lessons Learned, Best Practices are captured and communicated across the team
- Training programs to be established, maintained and updated as necessary to cover technical, leadership and managerial requirements
- Ensure that all personnel delegated to site are trained in accordance with all EHS requirements and GE quality requirements.
- Drive the career development of personnel, apply the relevant People Development processes.
- Set up, provide guidance over overall management required to operation and maintenance process at power plant under O&M
- Manages relationships with the Customer and other organizations involved with regards to operations and maintenance
- Responsible with the O&M team in developing and implementing maintenance strategy with achieving maximum plant safe and reliable operation.
- Establishes with O&M team the preparation and the inventory management for critical spare parts , consumables and makes recommendations to the Customer to maintain optimum stock
- Establishes, monitor with O&M team Routine and Planned Maintenance with budgeting, planning and execution of specialized maintenance services
- Ensures compliance with requirements for environmental, health and safety requirements of country and the Company with regards to plant operation and maintenance activities
- Drives implementation with O&M team of Log-Out/Tag Out (LOTO) System in accordance with the company adapted to client procedure.
- Establish with O&M team to development of operation and maintenance procedures for major systems
- Establish with O&M team to ensure the reports of plant operation and maintenance activities as per contract requirement
- Establish with O&M team the on-job training of Customer's operation and maintenance team as per contract requirement
- Establish the coordination and facilitating the arrangement of planned maintenance and, when possible, unplanned maintenance
- Drive team in managing / closing O&M related open items raised by the customer during O&M period by cooperation with involved internal/ external parties and with the client
Required Qualifications
- Strong technical know-how of combine cycle power plant process and O&M arrangement
- Experience with new power plant's project management and commissioning management
- Fluent in speaking/ reading both Mandarin and English
- Bachelor's or Master's degree in Mechanical , Electrical , Automation or equivalent
- Experience with recourse and people management is preferable
- Travel to different project sites as and when required.
