Job Description Summary

The scope of this position applies to the standard ITO/OTR project team structure for EO, EEP, TKP, TKSI, Open/Combined Cycle, and Aero.

The Material Handling Manager (MHM) team leader is part of the Mechanical & Electrical Europe team within the Construction & Commissioning department and will report to the Global M&E Installation Leader.

He/she organizes the team to fulfill projects and market demands for Europe, Africa, and the Americas (resources, knowledge, capabilities, tools, etc.) and supports other regions as needed during the bi-monthly assignment call.

He/she is responsible globally for defining and owning the material handling processes and improving these processes based on lessons learned.

He/she will audit all projects to ensure they are applying Material Handling Management processes and Work Instructions correctly, addressing any deviation issues with the regional M&E Leader and Pole Leader.

He/she determines the required Knowledge, Skills, and Abilities, creates the associated Competency matrix for the MHM, develops a training plan, and trains MHMs accordingly. If needed, he/she develops or identifies the missing training.

He/she establishes and maintains good relationships with Logistics, Sourcing, and Quality to ensure proper deliveries of equipment as per requirements, with proper documentation before shipment.

Job Description

Roles and Responsibilities

Organizational/Operational

  • Establishes the operation and manpower planning based on site demands and coordinates with all M&E Regional leaders and the Global M&E manager to maximize HC/LC utilization and met the targets.
  • Supports MHM with preparation of the Material receiving, storage and preservation activities.
  • Prepares MHM prior mobilization, by following preparation check lists and proceeding with briefing (clarification of the expectations for the mission, main priorities and targets). Ensures checklist is in place during Audit.
  • Trains the MHM to ensures perfect adequacy between site expectations and MHM capacities.
  • Guide MHM during site execution.
  • Ensure Daily Management it is place and support Material Handling Manager for escalation of the site issues and problem solving as needed.
  • Involve with the site operation review doing site visit , Audit , weekly call with site to review how the process /operation working on the project
  • Timely nomination of resources to active projects and, in accordance with relevant delegation model, where necessary, engage agency personnel (only after suitable interviews and evaluations) in his region and support other region for nomination.
  • Coordinates with Regional C&C M&E Regional managers / local sourcing / compliance.
  • Initiates on-boarding process for Employe when resource is identified, communicates to project PCCM resource nomination and populate / update P6 in his region
  • Work together with HR on college or university hiring drives. Maintain contacts with colleges and universities
  • Establish a global mentoring program for new hires and team members as required for MHM Team.
  • Be involved in all ITO phases where Material Handling Management expertise is required for reviewing contractual requirements, strategies, schedules in collaboration with the M&E Tendring Team, C&C Management & Project Management.
  • Ensures proper material handling management process will be in place, laydown requirement , indoors storage requirement correctly define according project configuration.
  • Travel to site, with the approval of Global M&E Manager or Pole Leaders to proceed with: site audits, support the project, attend customer/partner or subcontractor meetings or meet direct reports, etc.
  • Actively participate in coordination activities with the regions on a regular basis.
  • Regularly review and update training requirements , review & update the competency assessment template accordingly
  • Establish , review storage , receipt & material control procedure & ensure the Material Handling Manager and site team are align & apply process at site .
  • Establish , review record tracking & material missing , damaged or incorrect procedure & management .
  • Establish , review proper Material Management , define standard of surface requirement depending on project scope & responsibility to be use in ITO.
  • The MHM Team Leader will be also responsible to review , develop all work instruction inside the M&E function , support the implementation process of it and support with the Quality Team and the Global M&E Leader of all containment, Read Across inside the Function.
  • Support Cleanliness implementation inside the function and other program to improve high quality installation
  • Support M&E Function for initiatives & improvement of site execution.

Health and Safety

  • Participate & ensure at region level /Team safety visits and leads EHS improvement initiatives for construction scope.
  • Actively promote the identification of hazards and near misses to the MHM team , participate in defining corrective actions when works is unsafe or when an uncontrolled risk is observed in close coordination with EHS function.
  • Ensure that all personnel delegated to site are trained in accordance with all EHS requirements. Ensure refresher training are completed on time, certification / habilitations valid.

Quality

  • Ensure quality processes are define and in place on all projects with proper involvement of the Installation Team.
  • Support Global NCR resolution, containment and Read across implementation for M&E .
  • Assist in the preparation of Quality Alerts and perform reviews prior to their publication and distribution.
  • Ensure continuous improvement, Lessons Learned, Best Practices are communicated with the Rest of the M&E Leaders.
  • Maintain and update all processes and procedures globally. Where necessary supplement with new processes and procedures, work closely with C&C Methods & Innovation Team , C&C Technology Team & engineering Team and Quality.
  • Develop, update Standard Work for the M&E Team and drive implementation of it at site with the support of all M&E Manager.
  • Ensure global lean deployment of construction process on tenders & projects and drive simplification actions to improve productivity and cut waste.
  • Support the other M&E team with the development of their own QMS procedures.

Managerial (Budget / Administration / People)

  • Identify and plan the required resources and budget for the coming months and next year.
  • Maintain operational capacity and skills within the resource pool to meet current and future workload in the regions for MHM.
  • Review and agree head count targets with Global M&E Manager.
  • Work with all region to assign the resources Globally for the MHM M&E group.
  • Review annual departmental budgets with superior.
  • Identify and develop training plan for his Team.

Functional/Transverse

  • Represent GE C&C M&E in communication with agencies in terms of workload, service description for the request for proposal.
  • Represent C&C Installation internally with other GE Departments, Businesses.
  • Ensure superiors are briefed and up to date with respect of all on-going delegation activities, workload and utilization forecasts and any relevant personnel issues.

Measurement / Key Performance Indicator

  • Understand business strategy and translate it into practical actions.
  • Drive and support KPI's function achievement.
  • Individual objectives, targets and performance measurements to be defined yearly and to be complete within specified timelines and recorded in a concise and accurate manner.
  • On time delegation of resources.
  • Maintain budgeted high cost / low cost ratios.
  • Training programs completed as planned.
  • Maintain operational capacity of resource pool and utilization targets.

Required Qualifications

  • Mechanical engineer graduate or equivalent studies or relevant experience
  • Quality experience in process implementation required
  • strong experience in EPC / turnkey projects management and/or construction management
  • Strong Leaderships skills to work in matrix organization with experience of international management
  • Team player & networker Capacity to manage projects in different countries
  • Capacity to manage portfolio of projects in different countries
  • Capacity to define, deploy a strategy & agile vs environment changes
  • Organizational, program development and planning mind set
  • Frequent travels (30% of the time)
  • Fluent in English , Second langue is a plus (Chinese, Spanish , German)
