The Role:

The successful candidate will have a strong background working through complex government contractual arrangements. Demonstrated ability to think broadly and strategically about global initiatives, including organizational impacts, contractual implications, and compliance is required. The individual hired into this role will ensure compliance with U.S. federal procurement requirements including the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Defense Federal Acquisition Regulation Supplement (DFARS) and other agency supplements.

This important role leads across functional areas and serves as the primary liaison with various government organizations. This role also supports proper integrations with GM Corporate Accounting.

Key job responsibilities:

  • Develop and maintain policies, procedures and controls for the organization to comply with CAS, FAR, and DFARS.
  • Publish and maintain GMD's Cost Accounting Standards Disclosure Statement
  • Develop and manage preparation of Forward Pricing Rate Proposals (FPRP), incurred cost submissions (ICS), and other cost and rate management tasks
  • Manage relations with GMD's ACO (Administrative Contracting Officer, DCMA, and DCAA. Including preparing responses to USG audit reports and lead the preparation and responses for Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) contractor business system reviews and other audits
  • Oversight of ERP system accounting for CAS compliance purposes (vs. GAAP accounting)
  • Maintain consistency in financial / cost information in government audits (FPRP, ICS, CAS, and accounting system).
  • Preparation of Gross Dollar Magnitude impacts for CAS disclosure statement changes.
  • Drive the monitoring strategy and approach for business systems and government contract compliance through regular assessment, working closely with business partners involved in enterprise risk, compliance, and audit responsibilities (e.g., Internal Audit, Legal, Government Affairs)
  • Drive the continuous evaluation, enhancement and organizational awareness of our USG contract compliance program
  • Deliver training and other initiatives intended to generate awareness of U.S. government contract requirements
  • Support an approach to establishing and maintaining DFARS business systems, including guidance on required capabilities, controls, and monitoring activities
  • Provides consultative support to opportunity reviews and proposal responses, including pricing proposals to promote compliance with cost and pricing practices
  • Leads and prepares responses to requests for information from DCAA, DCMA and other USG agencies

Additional Description

Your Skills & Abilities: ( Required Qualifications):

  • Bachelor's degree (Accounting/Finance/other business administration related field)
  • 10+ years of experience supporting or leading organization(s) subject to FAR and DFARS regulatory environments
  • Experience supporting or leading DCMA/DCAA type audits and interacting with U.S. Government Contracting Officers
  • SAP and Dassian experience
  • Experienced people leader of both direct and indirect (i.e., matrixed organizations) staff and teams
  • Experience in a Government contractor manufacturing and services environment
  • Experience complying with commercial and negotiated government procurements
  • Experience with deal compliance, governance and risk reviews
  • Knowledge and familiarity with procurement rules across agencies
  • Knowledge and experience working with Organization Conflicts of Interest
  • Skilled executive level communicator with an ability to lead and organize teams around complex controlled environments
  • Familiarity with cybersecurity, privacy and data security requirements for safeguarding sensitive information (e.g., CUI, FCI, ITAR)
  • Ability to travel up to 25% of the time domestically or higher based on business needs.

What Will Give You a Competitive Edge (Preferred Qualifications):

  • Master's degree or MBA
  • Federal contracting certification from industry group organizations
  • CPA, CFA, CIA or equivalent certification; Government contractor consulting or industry experience is a plus
  • Knowledge and experience working with the USG's Cost Accounting Standards (CAS)
  • Experience working in a global direct and indirect supply chain organization
  • Strong desire and experience working in an ambiguous environment to develop and lead teams to successful outcomes
  • Robust written and oral communication skills

Compensation:

The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws. The compensation may not be representative for positions located outside of New York, Colorado, California, or Washington.

  • The salary range for this role is $158,500 - $242,900. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
  • Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual
    performance.
