The Program Management Directors for the Digital Backbone and Health Awareness System of the Future Long-Range Assault Aircraft (FLRAA) program will lead a team of Program Managers; driving the execution of program deliverables, delivering the business case financials, and managing the customer relationship. This role involves significant influence over commercial business operating guidelines and budget management. High levels of commercial judgment are required to achieve the desired outcomes. These roles are critical in ensuring the successful integration and implementation of Digital Backbone distribution network as well as the Health Awareness System that support the FLRAA program.

Job Description

Essential Responsibilities:

  • Leadership and Team Management: Lead, mentor, and develop a team of Program Managers, fostering a collaborative and high-performance culture focused on program execution.
  • Customer Relationship Management: Build and maintain strong relationships with Bell, Army and other external stakeholders, including military and defense agencies, ensuring clear communication and alignment of expectations.
  • Program Accountability: Accountable for project plans, business forecasts, risks, and program direction.
  • Program Execution: Oversee program execution, ensuring alignment with organizational goals and adherence to timelines, budgets, and quality standards.
  • Cross-Functional Leadership: Lead cross-functional management activities through integrated coordination of efforts by Engineering, Manufacturing, Quality, Sourcing, and Contracts to achieve program objectives.
  • Change Management: Oversee the change management process, including negotiation of price, scope, terms/conditions, and schedule of the contract.
  • Schedule Management: Analyze gaps to Integrated Master Schedule targets and partner with internal stakeholders to apply business and analytic expertise to drive improvements.
  • Issue Resolution: Ensure timely resolution of issues, keep the customer informed of program progress, and negotiate changes, variations, and solutions to issues. Adhere to contract service, operations, and performance specifications, as well as financial and technical metrics specific to the contract. May also support proposal and negotiations.
  • Industry Expertise: Utilize understanding of industry trends to inform decision-making processes and recommend best practices to improve products, processes, or services.
  • Compliance and Risk Management: Ensure the team complies with military and defense regulations. Identify, assess, and mitigate risks associated with program execution, ensuring proactive problem-solving and issue resolution.
  • Performance Monitoring: Establish and monitor key performance indicators (KPIs) to track program progress and drive continuous improvement.
  • Resource Allocation: Optimize resource allocation across the program to ensure efficient and effective use of personnel, budget, and other resources.
  • Process Improvement: Leveraging FLIGHT DECK, continuously evaluate and improve program management processes, tools, and methodologies to enhance efficiency and effectiveness.
  • Reporting: Provide regular updates and reports to senior leadership and defense stakeholders on program status, performance, and key issues related to the digital backbone.
  • Strategic Planning: Develop and implement strategic plans to creatively grow the program content by working closely with customers and internal stakeholders on new opportunities.
  • Financials: Accountable for managing the business case financials and providing revenue forecast to support the strategic plan for the Avionics business.
  • Communication and Negotiation: Communicate complex messages and negotiate internally to adopt different points of view. Influence peers to take action and may negotiate with external partners, vendors, or customers.

Required Qualifications:

  • Bachelor's degree in Business Administration, Engineering, Computer Science, or a related field.
  • Minimum of 10 years of experience in program management, with at least 5 years in a leadership role within the military aerospace sector, focusing on digital systems.
  • Legal authorization to work in the U.S. is required. We will not sponsor individuals for employment visas, now or in the future, for this job opening. GE will only employ those who are legally authorized to work in the United States for this.

  • Strong leadership and team management skills, with the ability to inspire and motivate a diverse team.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with military and defense stakeholders.
  • Strong analytical and problem-solving skills, with a focus on continuous improvement.
  • Proficiency in program management software and tools.
  • Master's degree in Business Administration, Engineering, Computer Science, or a related field.
  • PMP (Project Management Professional) or PgMP (Program Management Professional) certification.
  • Experience working with military and defense agencies such as the Department of Defense (DoD), U.S. Army, U.S. Air Force, or other relevant entities.
  • Demonstrated ability to lead cross-functional teams and manage multiple priorities in a fast-paced, high-stakes environment.
  • Strong financial acumen and experience with budget management and financial reporting.
  • Established relationships with key military and defense stakeholders.
  • Experience with digital transformation initiatives, including cybersecurity, data analytics, and system integration.
