Legal Regulatory Analyst, Senior - Financial Services (Hybrid - 3 days in office - VA)

Position Overview:

This position provides legal research, analysis, reporting, and project management support for attorneys and managers in the Freddie Mac Legal Division's Mission, Equity, and Legislative Affairs (MELA) Department. The incumbent will be given significant responsibility on an immediate basis, including monitoring and reporting on regulatory activities relevant to the team's work; drafting summaries of proposed and final legislation and regulations, government reports, significant cases, listening sessions, speeches, and hearings; conducting legal research; as well as synthesizing, summarizing, and comparing legal requirements across multiple jurisdictions. The successful candidate will be a highly organized self-starter with strong legal research and writing skills, is able to balance responsibility for multiple projects simultaneously, consistently meets deadlines, and works professionally with attorneys at Freddie Mac and stakeholders at the Federal Housing Finance Agency (FHFA).

The Legal Division's MELA Department provides legal advice to internal clients on a wide range of issues related to Freddie Mac as a business entity, including financial regulatory, compliance, and risk management matters affecting the legal and business environment in which Freddie Mac and other financial institutions operate. We also assist our clients in navigating complex requirements applicable to government-sponsored enterprises.

Your Impact:

  • Monitoring regulatory activities related to rulemakings (identify when significant comments have been filed/significant agency speeches, etc.), including researching, collecting, and summarizing legislative and regulatory updates.
  • Serving as project manager and owner for a variety of department initiatives, coordinating across multiple stakeholders and keeping projects on schedule.
  • Documenting and identifying opportunities to improve processes used by the department.
  • Attending and taking minutes during a variety of recurring meetings.
  • Developing, updating, and maintaining charts and reports summarizing information from a variety of sources relevant to the team's work.
  • Serving as the department's records information management liaison, including maintaining the MELA file plan; serving as the lead for annual records testing activities; and leading the department's records retention and destruction activities.
  • Managing projects related to risk management and enhanced legal support of regulatory change management processes.
  • Conducting a daily review of the Federal Register for updates relevant to the team's work, summarizing findings, and emailing the team with the day's updates.
  • Conducting legal and legislative research for items such as consent orders, law review articles, and agency statements.
  • Managing advanced administrative tasks for the team, including summarizing articles on regulatory developments, managing the team's SharePoint presence, scheduling meetings, along with general information collection and organization.
  • Preparing summaries of public comments received in response to notices of proposed rulemaking, ensuring key points are appropriately highlighted and the correct industry participants are identified.
  • Compiling, updating, and ensuring the accuracy of requests from the FHFA Office of Fair Lending Oversight (OFLO), along with drafting agendas for and scheduling meetings with OFLO.
  • Collecting and analyzing data to identify trends and draw conclusions for use in executive decision making.

Qualifications:

  • 5-7 years of experience as a paralegal, law librarian, or project and process management professional with an in-house legal department, law firm, government agency, or on Capitol Hill.
  • Bachelor's degree required and paralegal certification, or relevant work experience in lieu of certification, preferred.
  • Strong knowledge of legal terminology, procedures, and documentation.
  • Excellent research and analytical skills, including proficiency legal research tools and software.
  • Strong analytical, problem solving, and communication (written and oral) skills, along with exceptional attention to detail with an ability to manage multiple contending priorities is required.
  • Strategic mindset paired with strong problem solving, judgment, and decision making skills.
  • Excellent organizational skills and ability to work both collaboratively and independently.
  • Proficiency with MS Office Suite, including SharePoint, required.
  • Preferred: Paralegal certification, or relevant work experience in lieu of certification acceptable.

This position has an annualized market-based salary range of $90,000 - $136,000 and is eligible to participate in the annual incentive program. The final salary offered will generally fall within this range and is dependent on various factors including but not limited to the responsibilities of the position, experience, skill set, internal pay equity and other relevant qualifications of the applicant.
