The Capital Markets Compliance team, within the ERM Division, is responsible for providing second line oversight of capital markets compliance risks across Freddie Mac's Divisions. The team operationalizes the six Risk Program pillars: Risk Identification and Classification; Risk Assessment and Measurement; Risk Oversight: Monitoring and Testing; Risk Remediation and Issue Management; Risk Reporting; and Risk Appetite.
Your Impact:
As a key member of the team, the primary responsibility of the Capital Markets Compliance Senior will be to support the execution of Monitoring, Reporting, Issues Management, Issue Remediation and Risk Assessments. The position requires an ability to complete set goals and to partner with the first and second lines of defense. The successful candidate is a self-starter, who has strong oral and written communication skills and good attention to detail. This role will have a generalized focus on second line oversight of the capital markets compliance risks inherent in Freddie Mac's Investments and Capital Markets, Multi Family, Single Family and Finance Divisions. Responsibilities Include:
- Assist in establishing and maintaining the second line compliance program that oversights the capital markets activities across Freddie Mac;
- Complete monitoring reviews that involve large amounts of securities and derivatives data to assess compliance with capital markets-related obligations;
- Assess capital markets compliance risk through, for example, significant change reviews.
- Participate in assessing the firm's compliance with capital markets-related obligations; accurately detail results and raise risk trends or concerns to management.
- Develop risk procedures and job aides, as needed.
- Support the review of risks and controls for Capital Markets Compliance-owned processes and update systems of record on a timely basis.
- Represent Capital Markets Compliance in meetings with the first and second lines of business to discuss capital markets risk;
- Support capital markets compliance-related reporting;
- Collaborate with other Enterprise Risk Management ("ERM") peers and Divisions teams to mitigate capital markets compliance risk.
Qualifications:
- 5+ years of experience in capital markets or securities and derivatives-related activities, Compliance, Risk Management or Internal Audit, preferably in a bank, broker-dealer or other financial institution.
- College degree required. Experience in Business, Finance or equivalent preferred. CPA, CIA, CFA or FRM certification or J.D. or other graduate degree, preferred.
- Passion for capital markets activities, including securities and/or derivatives transactions. Familiarity with financial transactions lifecycle (pre-execution, trade processing, confirmation and settlement), interest/knowledge of capital markets related laws and regulations.
- Experience in risk management or compliance governance related activities preferred.
- Ability to manage and analyze large data sets of transactions to verify compliance with applicable regulatory requirements and summarize review results.
- Highly motivated to lead and complete securities and derivatives-related monitoring and associated other program development and enhancement activities.
- High Proficiency with Microsoft Office suite programs, especially Microsoft Excel.
- Ability to balance "Business as usual" activities and ad-hoc priority work tasks simultaneously.
- Strong oral and written communication skills.
- Strong analytical and critical thinking skills.
- Attention to detail.
- Ability to interact optimally with all levels of employees, including Senior Management, as needed, and to coordinate across organizational lines.

This position has an annualized market-based salary range of $92,000 - $138,000 and is eligible to participate in the annual incentive program. The final salary offered will generally fall within this range and is dependent on various factors including but not limited to the responsibilities of the position, experience, skill set, internal pay equity and other relevant qualifications of the applicant.
