Overview

This is a hybrid role, with the expectation that time working will regularly take place inside and outside of a company office. This role will be located in Raleigh, NC or Phoenix, AZ.

The Senior First Line Risk Manager - Business Services is responsible for supporting the General Bank in managing risks associated with various Business Units (BU) such as SBA Lending, Insurance Services, Shared Services, and Business Client Solutions. The Sr FRM must be an independent, highly motivated individual who will be responsible for consulting, educating, and supporting the Business Unit on the execution of the first line risk programs, promoting an environment of risk awareness and risk ownership across the Bank while adhering to the Company's Risk Appetite and Corporate Strategy. The Sr FRM will be expected to build strong, collaborative relationships with partners across Business Services and the enterprise, developing and demonstrating an understanding of the risk management framework and delivering sound advice and counsel on program requirements. This position serves as a first line of defense risk professional, engaging with business units to manage risks and controls, facilitating risk policy execution, and providing advisory support. The role also involves mentoring associates and may include managing the work of others.

Some additional responsibilities include:

  • Work with FRM leader and senior management to create risk management strategies ensuring key risks are appropriately managed and aligned.
  • Provide BU risk considerations for business/strategic plans and effectively challenge risk program outputs for bank and regulatory alignment.
  • Support the development, implementation, and maintenance of the organization's risk management framework, policies, and procedures.
  • Facilitate the execution of Risk & Control Self-Assessment (RCSA) activities in collaboration with business stakeholders, ensuring that core processes are thoroughly documented and associated controls are accurately identified.
  • Provide strategic risk-focused guidance to Business Unit leadership during risk meetings, ensuring that risk considerations are thoroughly integrated into decision-making processes.
  • Provide BU risk considerations for business/strategic plans and effectively challenge risk program outputs for bank and regulatory alignment.
  • Partner with stakeholders to evaluate identified control gaps or deficiencies and develop actionable remediation plans.
  • Analyze control testing results to identify process inefficiencies and vulnerabilities, and work with stakeholders to implement targeted business process improvements that strengthen the organization's overall risk and control environment.
  • Participate in regulatory inquiries, examinations, and audits in collaboration with internal stakeholders.
  • Continuously track and report on key indicators and limits and ensure timely escalation of breaches as required by the Risk Appetite Framework (RAF).
  • Facilitate communication and coordination across functions to identify and address potential risk interdependencies, ensuring a cohesive approach tom mitigating enterprise-wide risk exposures.
  • Assesses impact and provides education around current and emerging issues and regulatory requirements with senior management and BU key stakeholders.
  • Design and implement first-line risk program procedures that effectively identify, assess, and mitigate risks, ensuring alignment with established organizational policies, regulatory requirements, and industry standards.
Responsibilities

  • Risk Strategic Activities- Works with FRM leader and senior management to create risk management strategies ensuring key risks are appropriately managed and are aligned. Provides BU risk considerations for business/strategic plans. Effectively challenges risk programs outputs, ensuring bank and regulatory alignment.
  • Risk Program Implementation - Supports the development, implementation and maintenance of the organizations risk management framework, policies and procedures. Coordinates risk assessments to evaluate and manage key risks across the organization. Manages book of work to identify gaps and assess capacity, ensuring alignment with strategic objectives and prioritization of risk management initiatives. Develops test plans and methodologies for evaluating the effectiveness of control activities, executes control testing procedures in accordance with the established test plan, identifies and supports remediation of control deficiencies. Lead the tracking and resolution of issues across the organization, ensuring timely escalation and remediation. Collaborates with BU and stakeholders to develop action plans and mitigation strategies to address root causes and prevent issue recurrence. Monitor the status and effectiveness of issue remediation efforts, providing regular updates and reports to senior management. Coordinate with other functions (i.e. Compliance, 2LOD) to ensure alignment with broader risk management and governance objectives.
  • Regulatory Engagement - Participates in regulatory inquiries, examinations, and audits in collaboration with internal stakeholders. Support regulatory submissions, response and reporting requirements, ensuring accuracy, completeness, and timely submission. Monitor regulatory developments and findings and assess their potential impact on the organization's risk profile and regulatory compliance.
  • Risk Governance & Reporting - Develops BU risk reports that provide a comprehensive view of risks impacting the BU. Monitors BU risk and control performance Identifies and summarizes BU Top and Emerging trends and actions to address impacts. Reports key indicators and limits to ensure timely escalation of breaches as required by the Risk Appetite Framework (RAF). Advises BU senior leadership in relevant risk governance meetings utilizing understanding of the BU operations, risks, controls and related laws and regulatory guidance. Provides feedback and collaborates on relevant governance documents to support BU activities and manage risk. Drives the implementation of program policies, standards, and procedures. Ensures timely communication around current and emerging issues and regulatory requirements.
Qualifications

Bachelor's Degree and 8 years of experience in First Line Risk, Enterprise Risk or Operational Risk

OR

High School Diploma or GED and 12 years of experience in First Line Risk, Enterprise Risk or Operational Risk.

Additional Qualifications include:
  • First- or second-line experience directly supporting SBA Lending, Insurance Services, Shared Services, or Business Client Solutions.
  • Knowledge of risk techniques, practices, and control frameworks,
  • Knowledge of various banking and government regulatory requirements and processes,
  • Ability to work effectively with associates, senior management, and various committees,
  • Knowledge of regulatory guidance pertaining to enterprise risk and operational risk.
