Overview

This is a remote role that may be hired in several markets across the United States with the preferred location in Raleigh, NC or the East Coast.

The Regulatory Remediation Oversight (RRO) team is responsible for partnering with internal stakeholders across all three lines to monitor and oversee regulatory issue response and remediation activities. The team is part of FCB's Regulatory Affairs function, reporting to the Chief Risk Governance and Oversight Officer. The team also manages Regulatory Affairs' overall Framework and Training Program.

We are seeking an experienced professional who will be responsible for leading a small team tasked with executing the Program Office' primary tasks (as described below). The ideal candidate will have solid understanding and knowledge of internal controls, RCSA, and Quality Assurance / Control processes. The ideal candidate will also have experience in developing Policies, Procedures, Standards, and training materials. The candidate should also possess an ability to collaborate with cross-functional teams and be able to manage multiple complex priorities at a department and enterprise level. A candidate with a background in banking risk/audit/compliance management and familiarity with the regulatory examination and issue management processes is preferred. This position will report to the Head of Regulatory Remediation Oversight and serve as a key member of the RRO team.

Responsibilities

Leadership and Team Management
  • Lead, mentor, and manage a small team of risk associates.
  • Allocate resources and provide guidance to ensure timely execution of team activities.
  • Foster a culture of accountability, collaboration, and continuous improvements.
Regulatory Remediation Quality Control
  • Perform quality control of remediation activities carried out by other teams of the RRO function (e.g., issue management, monitoring & reporting) to ensure RRO executes remediation processes as according to internal Policy, Standards, and Procedures.
  • Manage RRO's RCSA to ensure the internal control environment is well evaluated, documented, executed, and managed.
  • Proactively identify, address, and propose solutions to remediate gaps discovered by the quality control program.
Regulatory Affairs Framework
  • Coordinate with relevant members of the Regulatory Affairs function to develop and maintain the function's Policy, Standards and Procedures to ensure they are up-to-date, consistent, and coherent across the documents.
  • Develop and maintain a set of tools and templates for the function across exam, response, and remediation management.
Regulatory Affairs Training Program
  • Manage Regulatory Affairs' training program by working with key stakeholders to identify training opportunities, developing and executing on the established training schedule, drafting presentation materials, and facilitating training sessions across the Bank on a variety of regulatory topics and processes.
  • Facilitate other aspects of Regulatory Affairs' training program including the examiner welcome package and industry outreach.
Qualifications

Bachelor's Degree and 8 years of experience in Operational Risk Management and Enterprise Risk Management, or regulatory guidance pertaining to Enterprise and Operational Risk (e.g. FDIC, risk and control frameworks like COSO, Basel) OR High School Diploma or GED and 12 years of experience in Operational Risk Management and Enterprise Risk Management, or regulatory guidance pertaining to Enterprise and Operational Risk (e.g. FDIC, risk and control frameworks like COSO, Basel)

Additional Qualifications:
  • Capable of managing staff to drive consistent results and meet deadlines.
  • Strong understanding of regulatory activities common to large financial institutions. Familiarity with the complete regulatory examination process, encompassing examinations, ongoing monitoring, response management and reporting is preferred.
  • Advanced understanding of issue management lifecycle and processes. Familiarity with issue management system (e.g., Archer GRC, ServiceNow, etc.)
  • Demonstrated experience in collaborating with, effectively leading, and tactfully challenging cross-functional teams across all three lines.
  • Excellent knowledge of Microsoft Office programs, including Word, Excel, PowerPoint, SharePoint, and Teams.

  • Experience balancing multiple projects and priorities while maintaining a focus on timelines and deliverables.
  • Demonstrated ability to make decisions while dealing with complex issues in a fast-paced environment.
  • Exceptional organization skills and attention to detail, including the ability to prioritize and multi-task.
  • Use high degree of independent judgment to accomplish objectives.

The base pay for this position is generally between $110,000 to $180,000. Actual starting base pay will be determined based on skills, experience, location, and other non-discriminatory factors permitted by law. For some roles, total compensation may also include variable incentives, bonuses, benefits, and/or other awards as outlined in the offer of employment.
