Salary: $147,649 - $205,333

Promotional Potential: none

Limited Cost Transfer may be offered with non-continuous service transfers.

Major Duties

This position will report to the Section Chief, Digital Forensics & Analytics Section but will serve as consultant to the entirety of Operational Technology Division.

The SL will deal with facets of the FBI's Image and Video Technologies and examination and processing of image and video media (i.e., "multimedia").

The SL serves as the FBI's top expert and international authority on multimedia analytics, to include facial recognition, complex imaging technologies relating to the forensic examination of digital and analog media, biometrics research and development pertaining to multimedia, preservation of multimedia evidence for archiving and presentation in the courts, and collection of image and video data from government and private image/video systems. The SL will conduct development of automated tools/systems for application in the identification of objects/individuals, the processing of multimedia for forensic examination, and incorporation into next generation biometric systems ensuring the developments meet standards for scientific acceptance in the state and federal judicial systems and with relevant scientific communities. The SL will be required to be technical as well as have a basic legal knowledge, including the Daubert Standards for acceptance of scientific evidence in the courts. The SL will provide comprehensive research direction for a program in which the FBI is and will remain as the world leader. Involves a broad range of disciplines and technologies and has a significant impact on all investigative programs of the FBI.

The SL will conduct research in emerging multimedia technologies and forensic examination of multimedia technologies including, but not limited to, multimedia triage, multimedia authentication and provenance assurance, facial identification from images, facial comparison, ear pattern identification, gait and whole body recognition and re-identification, clothing comparisons, image/video storage, archiving, compression and its effects on multimedia examination, anthropometrics, biometrics; and, forensic video and image technologies.

Qualifications & Evaluations

Candidates for this position should possess a record of accomplishments which demonstrate exceptional interpersonal leadership/responsibilities, project program/management, leading innovation, and business results skills.

Candidate must have one year equivalent experience at the GS-14 or GS-15 level to be considered.

The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principal investigative arm of the DOJ. All FBI positions are in the excepted service.

The selectee with the exception of current FBI SL employees, will be required to successfully complete a one-year probationary period as a condition of retaining an SL appointment in the FBI.

New Federal employees must serve a one-year probationary period. The probationary periods will be served concurrently.

Veteran's preference does not apply to SL.

Selectees are also required to complete a financial disclosure report, OGE-278e, within 30 days of official appointment.
